A country's main priority is the defense of its lands and capital; so it is to be expected that the Shinobi of Kumogakure take no chances, as the only way by land into their wonderful home is through a very large main gate which does indeed stay open for most days unless a situation presents itself that requires it to be shut. Travelers and Traders come and go under the watchful guard who patrol the walls and watch from guard towers in rotating shifts on a daily basis. The wall itself defends the entire front and and sides of Kumogakure, leaving only openings at the gate and behind towards the port which opens out to the sea.
The gate and walls are apart of the Thirty-Six Layer Self-Repairing Barrier Jutsu's area of effect, so if city defense is required the Jutsu will also protect the walls and gate of Kumogakure.

Those who enter and are not of the Cloud's Shinobi force must present papers and reasoning for their visit, as migrating laws are enforced very well within the country. Those who are Shinobi however, must sign in and out to the Jounin present at the desk nearby the gate itself.
