The Land of Frost is located in between the Lands of Hot Water and Lightning. It contains the ninja village Shimogakure. The frost country spent most of it's years as a buffer during the great shinobi wars. During the Fourth Shinobi World War, the villagers were relocated to Konohagakure because it was predicted that the area might become the site of heavy fighting during the war. In it's greedier days, Kumogakure conquered the frost country in it's search for jutsu. It now stands under the allied mutual control between Kiri and Kumogakure.

xxxxThe bitter cold that Yamatano now experienced almost made him wish for the beating sun of Suna once again. Almost. It had been several days since his last encounter with the grey-skinned creatures in fire country, and while it was still a major concern, it was no longer his prime directive. Right now, the prime directive was to mentally chastise himself for not knowing any flame ninjutsu, or not dressing warmer. His scarf, usually of little use, kept him warm enough to where he probably wouldn't freeze, but his exposed shoulders and biceps were suffering greatly. All he could do was continue moving to prevent from getting any colder, find a village, and take refuge for the night while sending Lord Mizukage a message of warning. Perhaps it would be warmer than the caves he had been sleeping in the past two nights, and have more hospitable guests than the sleeping bear that had awoken and nearly mauled him.

Flying over the Land of Frost, Taki seemed to be coming to the last leg of his journey, at least until he flew home. He was looking for that boy, the one with the snake he'd tried on multiple occasions to pluck from his shoulder when he got the chance. Not out of malice, but simply to see the look on his face. After all, the hawk was trained better than to do that unless instructed. The air got cold, and it began to become difficult to maintain altitude, so he began a light descent on the last warm current he could find. Visibility was cut low, although compared to a human it was still well beyond what they could even fathom. To find a white haired boy in a land that was white was annoying, definitely a challenge. However, it was the red thing he wore around his neck that made him stick out like a sore thumb.

Diving down he let out a cry that rocketed through the area, having no obstacles to bounce off of and dilute the sound. He then let out a shorter one, almost a chirp as he began to slow down, landing gracefully in the snow five feet in front of him. "I wonder if that snake is with him," the hawk thought, the corners of what little skin he had under his beak spread into a grin.

xxxxYamatano was just thinking about how invisible he would be in this snow were it not for his scarf, when he hear the sharp cry of a falcon above his head. The brown bird touched down right in front of him, clearly not native to this region, given his brown feathers. Furthermore, on his back was a scroll, bearing the official seal of Kirigakure. The boy was so glad that Kuro was still in the caverns of hebi, he didn't think he could move quick enough in this cold to prevent the hawk from trying to eat the obnoxiously loud serpent. Yamatano curled his hand into a fist, allowing the hawk to perch on it, as he took the scroll out of the pouch, unrolling it to read it's contents.

“…Must first find out how to get past me.”

Hoping onto Yamatano's fist, Taki was a bit saddened to see with his keen eyes that the tiny snake he enjoyed playing with was not with him. He let out a short squawk, turning his head this way and that as the boy removed the scroll from his back holster. Waiting patiently, Taki sat as the boy with that red thing around his neck read its contents, somewhat wishing he himself could actually read.

From the Desk of the Mizukage:

Yama,

My entrance into the Land of Frost has been delayed by a few days due to a shipment of explosive tags I must watch over. Take this time to do me a favor and scout the land thoroughly. I want to know every rock, bump, hill, and valley the Land of Frost has. Just as well survey Shimogakure thoroughly. Since it is currently completely controlled by Kumogakure, I need to know how large of a military presence the hidden village has in Shimo, and just as well how many actual Shimogakure shinobi exist. I doubt it will be anything too serious, it seems Kumogakure's military force has dwindled drastically in recent times.

Lastly, I would like you to actually go to Kumogakure and alert the Raikage that I will be arriving in the Land of Frost in one week's time. Just as well, use this time to take in as much of the village as you possibly can. I know one week is not a lot of time to do these things, so perform these tasks to the best of your abilities. Conduct a mission report and hand it in to me when I arrive.

I hope this letter finds you well, and that you have been fairing well.

xxxxYamatano read over the letter carefully, thankful that he was not late, and glad to have an assignment to fill his time. ".......I see. Looks like we'll be looking this land over. First, I should get to Shimo, find something warmer to wear, and find a place to rest." Yamatano rolled the scroll back up and placed it back in the hawk's carrying case. "Alright, bud, lets see if we can get out of the cold." With that, Yamatano began to run towards the settlement in the distance which he could only assume was Shimogakure, holding the hawk close to his chest to protect it from the wind, wondering whether or not any inn would allow him to keep the large bird inside.

It had been two weeks for the company aboard the family yacht of the Ushio clan, however it seems they had made it close to Shimogakure's border. The party reached what was considered the waters of the mainland four days prior, a small storm delaying them for a day. Stepping out onto the front of the ship, Luo's lips pursed slightly. Being from Kirigakure, he was used to cold temperatures, however even this far out on the sea he could tell the trek would not be enjoyable. What Luo brought as far as warmth was concerned was nothing more than the ceremonial robe of the Mizukage, along with the hat. If anything it was meant to brace the wind, which Luo could feel harshly on the sea. The closer they got to Shimo, the less fish they seemed to be able to catch on the day-to-day.

As a sigh escaped his lips, he began to run through a few things he could do to keep himself warm. The most obvious answer to most anyone would be to use katon to that effect, however Luo wagered doing so would not only be slightly dangerous, but ineffective within the village. It would be seen as a show of force to just go around blowing fire out of his mouth, so he opted for a more reserved method. "My best bet is Mizu no Yoroi. As long as I can keep the layer of water heated while I walk around, it should keep me warm and well protected from the elements. It'll also be neigh impossible to recognize the jutsu under the robes I'll be wearing." The chill seemed to force most of the crew to stay below deck unless they were needed above, prompting Luo to often feel cramped despite the crew quarters existing. The main sitting room was where everyone convened and although Luo had no qualms with sitting and talking to the crew, when the cabin fell silent he felt awkward.

As usual, he continued his daily exercises despite the drastic change of weather in recent days, only being forced to give up a day of training due to a small storm they encountered. Getting his blood pumping in this weather was something Luo felt was necessary, and he wondered just how used to it the natives were. Waiting for Zdura to follow him onto the deck as he had requested earlier, Luo wanted to go over a few things for the mission. In the two weeks they spent on that ship, Luo had gotten just about as much insight into Zdura as he could without overstepping his bounds. He had also come to realize, due in part to the crew being around below deck more often, that Zdura apparently didn't sleep. It wasn't simply one or two nights in a row, it was quite possibly for the whole trip. Luo couldn't confirm that much since he himself needed to rest, however from what he saw as well as what the crew saw at times, Luo found that bit to be odd. The only thing he could gather from the information was that Zdura might have suffered from insomnia, trying not to turn the oddity into something malicious. Still, although Luo understood he was brought along as protection, it made him a bit nervous. Laying defenseless not ten feet from someone he knew little about was cause for any shinobi to feel nervous. Perhaps Yamatano's investigation would yield some answers to this and perhaps more on the man.

Zdura made his way to the deck of the ship, chuckling under his breath at the looks he got from some of the crew. He'd been getting funny looks from many of them since very early on in the trip as even the least observant of them picked up on his sometimes unusual behavior. He'd only joined them for meals a few times throughout the entire trip, and even then only took a few bites. He'd managed to avoid entering Luo's bedroom even once. His claim of guarding the door sitting outside all night seemed to have worked, though some had begun whispering among themselves asking when he ever found time to sleep.

A few assumed he slept during the day. He'd taken since early on to spending most of his time atop the mast as he had on the second day out, occasionally stretching his limbs by flinging himself about through the air, but always returning to his spot in the end. The strange looks had only increased after he spent the entire day they had sailed through a storm standing atop the mast. Personally, he had found it exhilarating, but most of the crew deemed it insane.

His humor wasn't for the sake of the crew though. It was expected that normal humans would react that way to unusual people or events. No, his humor was for Luo. If even these sailors were in that state, the man's mind had to be jumbled trying to figure out his puzzle. He'd avoided doing anything that could imply he was an enemy, but he knew Luo would figure him out eventually. He'd rather seem as if he wasn't trying to hide so much when the man inevitably figured things out.

Stepping onto the deck, he cleared his mind of those thoughts and moved to Luo's side, as ordered. He was expecting a briefing of sorts, as they would soon be on land and entering Kumo territory. He remained dressed as he always had, the cold barely registering to him. Rather than that, he found himself almost excited. Shimo was full of ice in all forms, and ice was a form of crystal. His jutsu would be simple to use here if it came to a fight. For the sake of the treaty he hoped it didn't, but he couldn't help hoping for some excitement. It had after all been far too long since he'd had to participate in a true fight.

As he heard Zdura's footsteps on the quiet deck, he waited until the man was beside him before speaking. "I have not met the current Raikage, however I have met her emissary, Nagisa Aburame. She stands roughly five foot and then some, slim build, jounin. If the Raikage was trusting enough to send the Aburame in her stead, I wager she will be one of her escorts to this signing as well. I tell you this because as I'm sure you have heard, there are countless horror stories involving entire missions being compromised because of their ability to control insects. If there are any methods your sealing has to prevent my room from having any uninvited guests, I suggest thinking on them now or regaling me with what comes to mind." Luo had great respect for the Aburame clan and just as well what they could do. The little experience he had with them was nonetheless enough for him to know not to take one lightly. He'd made the mistake of doing that once and received a broken arm, a sprained ankle, tendinitis, and an almost failed mission because of it. He was careful not to make the same mistake twice.

After a short pause, Luo continued. "My second escort will be meeting us in Shimogakure. He's been doing some scouting of the area making sure nothing is amiss, and just as well has some intimate details about Kumogakure itself. All you need to know of him is he's as secretive about his identity as you are, and belongs to the Hunter-nin corps of Kirigakure. Truth be told, you may have heard of him before." Luo of course referred to him being in the chuunin exams years prior. Although this man didn't attend, or at least not that he knew of, Luo also gathered he knew more than he seemed to know. With what Yamatano had done at the exams, it wouldn't be a surprise if he along with many others knew of the boy who could summon snakes. Now that he thought about it, those snakes could come in handy the more Luo thought about it. Zdura would be watching Luo and Yama as well. However, given the fact he didn't seem to sleep much if at all, he'd more than likely take the late night shift watching Luo's door. If Yamatano were to be sleeping, there wouldn't be anyone to watch Zdura. Perhaps a snake in the grass so-to-speak to keep watch would be a good idea.

Zdura remained silent through Luo's briefing, merely nodding where appropriate. The mention of an Aburame likely being present seemed odd to him, until the man explained his worry. It was true that the Aburame often liked to overstep their bounds and play the bug on the wall, quite literally. A portion of his mind remained on that topic even as Luo continued on to explain the whereabouts of the third member of their party. Zdura had wondered, really, as Luo had informed him early on that he would have two escorts, but hadn't found an opportunity to ask about it.

Deeming that matter unimportant for now as Luo fell silent, Zdura focused his thoughts on the Aburame. There were few ways to consistently ensure such a small creature as the clan's bugs was not present in the room, even thinking of his abilities outside of sealing. But, as he considered it two options did rise to the fore of his mind. "I told you that blood could determine an owner or a target. With that, I can create a barrier capable of preventing entry to anyone not designated in the seals by way of blood, or create a barrier that specifically forbids entry to that same person. Your room could be made inaccessible to anyone but you. With some alteration, it could also be designed to kill anyone entering without permission. A small electric shock not powerful enough to kill a human should be enough to prevent entry to bugs as well."

As he completed his statement, he added the final line on to ensure Luo did not assume he was suggesting merely killing anyone unauthorized to enter the room, though he would design the seal in such a way if ordered. His own security usually relied upon incapacitation, but the idea was to prevent the entry not of spies or assassins, but bugs. "Alternatively, a simple Hiku seal designed to attract bugs, given enough power, could be placed in the room and any bugs dealt with accordingly. A bug lamp, if you will. Draw the bugs to a single point and kill them." To him, both options were viable. He'd likely use both in varying degrees on his own rooms if he were in Luo's position and worried about an Aburame. But where the first held more power, and perhaps risked retaliation if the Kumo nin discovered it, the second was more subtle and only affected the bugs. If it came down to it they could even say it was intended for mosquitoes. He had noticed a fair number around Kirigakure, attracted to the humid atmosphere no doubt. It wouldn't be a great leap of judgment to say a Kiri nin might take such protections with them if they lived with the pests constantly.

After a few minutes of silence, Zdura seemed able to come up with two choices for Luo. The first, while flashy and interesting, was too much in Luo's opinion. Luo didn't need to guard the room from people, that's what both he and Yamatano were for. Not only that, but this was a peace treaty signing, so anything that even had the potential to kill was in Luo's eyes out of the question. Even with the adjustment to only send an electrical shock, Luo felt the trap was too much. The second option, was a bit better in his opinion. The only thing that bugged him about it, was the fact that insects didn't exactly thrive in Shimogakure as cold as it was. However, that was enough to say it wouldn't be unlikely for them to seek shelter indoors. Without much more thought on the matter having made up his mind, Luo responded. "The Hiku seal sounds more than sufficient to me."

After his statement, the captain came up behind Luo to announce that they would be docking in fifteen minutes time. He hadn't noticed how close to land they were, as sheets of snow fell upon the ship now, clouding their vision a bit. He could hear some of the men on the sides of the boat chipping away at ice that had begun to form on the hull. The ship was sturdy however, if it made it this far it would have no problems getting to the docks. As long as the crew kept up with it, Luo assumed the ship wouldn't be encased in ice when they attempted to depart. Turning around, Luo went back below deck to get a few things in order. Apart from his gear, all he was bringing was a suitcase of linens as well as the proposal for the splitting of Shimogakure's control. One could say Luo was fairly paranoid about sleeping in unknown areas, and just as well preferred a hefty thread count when the luxury could be accommodated. Above that, he wanted to avoid sleeping in anything that could potentially kill him.

Placing the robe on as well as the hat, Luo stared at his short sleeves for a moment, somewhat wishing he hadn't made the alteration to the attire. Still, for a man who worked with has hands as often as he did, the long sleeves were nothing more than a hazard and a hindrance to drawing his weapon. He decided it best to not bother keeping his hands in the sleeves, pulling them back under the robe as he allowed it to rest on his shoulders. Tipping the hat down a bit to cover his face down to the brim of his nose, he ventured upstairs once more as he made sure the document was tucked safely in the confines of an inner pocket. He could see the dock now as they'd begun docking procedures of the boat. As he stared out towards the harbor, he noticed there was no welcome committee. Good. It was late afternoon, however in a place like this it might as well have been midnight as the sun set earlier than he was accustomed to.

As a walkway was produced at last after they docked, Luo headed straight for it with suitcase in tow. As his right foot touched the dock, he adjusted his stance instantly before it gave anymore. "Be careful, the dock is icy" he muttered to Zdura as he took a more tentative step. Being pounded by seawater all day, it wasn't a surprise that it more than likely remained that way for most of the year. Deciding he'd had enough of the cold, water began to collect under the robe around his frame, forming to every contour of his body. As cold as it was, the place certainly wasn't without moisture, something of an advantage for Luo. As the water collected and the jutsu was complete, he began to heat it slowly, looking for the most optimal temperature. Luo had forgone bringing a map, having memorized one during his down time on the ocean. The only thing that concerned him was the lack of landmarks on the way there, however the same could be said for most any hidden village one were to attempt to find.

As they at last got off the docks, Luo felt the snow crunch beneath his feet as he looked forward for a moment, trying to recognize a set path. In the dark it was a bit more difficult, but after finding it he felt able to keep their position on it locked, otherwise things may end badly. If there was one thing Luo wondered at the time above anything else, it was how Zdura was enduring the cold without seemingly a grimace or a shiver. It was curious.

Zdura nodded to Luo's choice, immediately switching gears to how to construct the killing device. As Luo went below decks to gather his things, Zdura moved instead to the rail, leaning on it to peer into the distance. The snow made it nearly impossible to truly see, but with some effort he was indeed able to pick out the land a short distance ahead. Turning his focus instead to his hands, he began gathering the crystalline ice between his palms, slowly reconstructing it into an oval shape. However, as he neared the center his work slowed drastically, and he began running his finger through the material, compressing it and forming channels throughout the material as he slowly continued to add to it. This was an unusual method for creating a seal, but one of the gifts of his bloodline that could be adapted to the art.

Before he could finish his work, Luo returned, and shortly after the ship reached dock. Zdura set his work aside for a moment to join the man in leaving the ship. Unlike Luo, as usual, he carried no luggage, nothing at all except for the items he had in his clothes, and the half constructed oval in his hands. With Luo's warning of ice on the dock, he was able to adjust his footing easily, avoiding the embarrassment of stumbling and simply striding along behind the man. The Rice mountains may have been short compared to Lightning country, but they were still in the north, and iced up several times throughout the year. If he hadn't had experience keeping balance on icy ground he'd probably have died years ago, falling off a cliff or something.

Back on solid ground, and moving in a consistent direction, Zdura turned his attention back to his construct, trusting Luo to keep the path, and following by hearing and peripheral vision. It would be best to have this done before they reached the inn after all, and he wasn't sure how long the trip would take.

They walked for about an hour, Luo's undercover method of keeping warm seeming to work fairly well. He still pondered how the man beside him kept warm, however he didn't bother asking. The truth was, it seemed he had traveled a lot in his time, and since he lived in smaller villages on and off, it was quite possible he'd lived in one as cold as this. Still, frostbite was something that any man could and would succumb to in these extreme temperatures, and Luo pondered whether this would be the case for Zdura. The more he thought about the man, the more questions he seemed to have. The path was easy enough to follow however, there was a hanging lantern every few hundred yards for the first two miles before the lanterns became few and far between. Timing each one after a while, Luo gathered they had changed the placing of the beacons to one per mile. Every so often Luo closed his eyes to recall the map in his head if only to avoid getting lost. Just as well, he looked up to the sky searching for particular stars and small constellations, things that were also indicative of the correct path being taken.

Luo couldn't have held a conversation if his life depended on it, so it was good that Zdura seemed to be focused on creating something. His mind was racing, trying to both keep them on the right track and go over carefully planned topics of discussion for the meeting. Of course there was more on his mind than just that, mainly the status of Kirigakure while he was away. Unfortunately, things seemed to slow down when Luo wasn't personally keeping an eye on all affairs, and he was never sure if it was because people were lazy, or because he was highly efficient. His mind seemed to constantly switch between these three things, focusing on two while putting one to rest for the moment, only to replace it with one of the other two quickly.

Another hour passed, and by the map this meant they were close to the village proper. Passing another lantern, he had noticed a few miles back that they began to spread them out even further than before. The trail began to wind heavily, jutting left and right quickly and often suddenly. There were dunes of snow on either side, the trail itself although kept, was not kept enough to necessarily designated as such to one without a keen eye. The more difficult it got, the more Luo believed the intention of spreading the lanterns out further and further was to allow for more opportunities of confusion while 'offering' the safety of lantern light to those astute enough to continue on the right path. In essence, if you weren't supposed to make it to the village, you wouldn't. As Luo had come to find in his research of Shimogakure before his meeting with Nagisa, the village was without a sizeable shinobi force. If anything, it was more like a militia than an army. He gathered if their forces were larger, this area would be where patrols were set up to keep intruders from getting any closer.

Staring up at the position of the moon, Luo wondered if Yamatano was going to reach them soon. Luo had wanted him to greet them before they got into the village, if only to brief him on what the chuunin had found out about Kumogakure and Shimogakure as well. It would only be a matter of time now however, and Luo was curious to see what state Yamatano was in.

xxxxNo sooner had Luo finished his thought, that Yamatano appeared over the nearest snowbank, practically sliding down the hill to get to them. The young man was nearly invisible amongst the snow, save for his dark red scarf billowing behind him, which was probably how the Mizukage would identify him as he approached.

"L-lord Mizukage!" Yamatano practically slid into a bow, stopping just short of Luo. "Lord Mizukage, its good to see you again. Please follow me, Shimogakure isn't far ahead." While he kept his attention on Luo, Yamatano was trying to piece together why Zdura was there at all. Truth be told, this was the first time Yamatano had seen the man in person, but it was unmistakably him. Ice blue hair, pinkish uniform, and a cold hard stare, just like the picture he had been carrying with him on this entire mission. Had he somehow proven his loyalty? Was Luo merely keeping watch of him personally? He could only hope that he and the Mizukage could speak at some point in private.

“…Must first find out how to get past me.”
