This male in particular is prominently know as the local crime lord. His Syndicate rules the street by day and during the night. The government let's it happen because he's useful in his greed. Give the man means, money and power and he'll easily play as your perfect puppet. He's blind to how easily replaceable he is by another man of the same height and with the same mask, but at the same time Shade isn't going to change his game in this town any time soon. For the power he's allowed to have he's asked to give the local law enforcers task of questionable morale. Often he's the one who tell the Central Protection Unit that another of those failed experiments of Delta Tech have been turned lose. Sometimes he even has to add that the creature needs to be taken care of silently. Though this extra detail is only in rare cases.
Shade -which is further more the only name the male is known under- had stumbled into the Syndicate by mere accident. It was already ruthless and already had it's fair share of enemies amongst them were The Mongers who at one day successful assassinated the predecessor of Shade. As a matter of fact. He had helped the mongers 'decapitate' the serpent and with this knowledge he appeared on the scene just in time to stop the gang members from starting a war amongst themselves for who would be the next leader. A few gifted members thought they could handle this metal masked newcomer -who they even thought was a successful Duty Tech experiment- yet one by one they were proved wrong. Why? Because he could do exactly the same as all of them. The difference was that Shade was one person and the gifted members were with six.
The truth of the matter was that Shade played bluff poker. Yes, he's gifted, but he's only as gifted as the people near him. If a telepath were near the masked man then Shade would be able to control and read minds as well as the telepath. Yet, if this telepath were to leave the room then Shade becomes just as blind to the thoughts of other's as he was before. Some have managed to guess that the man possesses this skill. Other's still believe the bluff. Even the mongers believe that Shade has more tricks up his sleeve than he has shown yet. Shade realizes that the best defence from your enemies is anonymity. That's what the mask serves for a way to hide who he is, how old he is and where his weaknesses are. With all these little lies and tricks he feels safe and comfortable as the leader of the Syndicate, yet he realizes he would still need a successor, so he instantly started training one shortly after his assent to power.
Sadly enough the first three didn't come of age and got killed either accidentally or by the Syndicates mortal enemy. The last one Scotty seemed to be a success in the making, but instead of a successor the woman became a turn coat and soon after the new leader of The Mongers. Good thing he kept her on a short leash and with little information.
The appearance of a Duty Tech scientist -shortly after his ascension to power- was a surprise to say the least. Much like his predecessor he's keeping the mutual agreement a well kept secret. Heaven forbid that somebody discovered that the Syndicate wasn't a terrifying un-fightable tumour of the city, but merely a useful nuisance tolerated by those in true power behind the cold metal mask.
