I don't really like to think in terms of countering builds because in the end, a presumably weak against X build can still win against against the 'stronger' Y build based on any number of factors like economy, position, micro, upgrades and timings.
So to say if any one build counters another is kind of touch and go, as you can't really say one way or another, it's all a matter of what you do with it, how you do it and when you do it.

Absolutely, but it doesn't mean a thing if you don't throw down the right forcefields, or if your army gets caught out of position, or you get starved for resources because you did not expand.
Certain builds 'counter' other builds in theory, in the sense that they should ideally be more effective than something else, however more important than compositions or build orders is the what, how and when concepts of the game.
A really good +1 attack zealot warpprism timing push could prove to be way more effective than a build that is supposedly good against whatever they are doing, simply based on the how, what and when concepts.
