A device that would allow any shinigami under the rank of captain access to their full Bankai (excluding 2nd profiles) and captain class speed abilities so long as their within the devices boundaries this would be used by the people that fall out of the rule for attaining Captain class abilities

This was a forum posted in the LT hall. I moved it for us to vote on it
I vote no on it for it really isn't needed. A LT is an LT for a reason. They have LT powers unless they were captain before

I am going to go with what I aid on Skype. Aw hell naw. I discussed this with Luci before he put it up in there. There are reasons for the levels, and now you can even earn Captain level powers, there is no need.

I vote no as well, as Tystra stated and I believe that when a Lt proves worthly they can get Full Bankai without ever being Captain but it needs to get voted on.

We already have a ranking device when earned members can get captain ranked abilities, though they have to prove themselves of this. Hell, if anything a device like this would have to be created and only used in squad 12, by it's members. Hell and for it to give it's members a full bankai when Lieutenant rank they would technically be stealing part of Squad 1's Ability. Now I would understand if squad 12 created something to enhance speed, strength, or otherwise in a few devices, but to just grant captain abilities all together to which ever Lieutenant takes hold of it is far beyond something the crew should ever consider accepting.
So of course this is a No from myself, but I can see why Lieutenants would want this. But they will still have to prove themselves worthy, hell many of which can still do this, and we can take a vote on it like we would with taking a vote on members becoming captains, they will have to make a request for it, or that member's captain will have to make a request for it as well.

Also he was not talking about for Lt's, he wanted it for soldiers and officers... I remembered that when I was already done and hit "Submit" on my first post, I just didn't want to go back and edit. Anyway, he should know better, but I still understand the want for it.

What? Someone actually took this seriously? I vote no. If someone actually can handle that power or deserve it, then they should already be in a position where they can already have that power. Everyone else already said what else I was to say.
