I don't know. They just might be. How many yuri and yaoi games/animes do you see, compared to other straight games/animes? Not a lot. They might just be taking homphobia into consideration. There are many places that are lesss tolerant of LGBT. I'm sure some parents would think playing a gmae where two females are in love could 'corrupt' their child.
But anyways, yes. I agree on the fanfictions part. There are quite a few good ones that involve Light and Fang that aren't rated M, lol (though, I wouldn't mind XD ).
Not many. Western RPGs seem to be more open to that kind of thing, but they still bulk at a real romance. Which is why I'm not holding my breath that it will come to pass. >_> Personally, I wouldn't mind my kids playing said game, as long as it's not "Lesbians Gone Wild", but I don't have the buying power of billions behind me or Square's Dev team in my back pocket.
XD There are a few I really enjoyed, and I've never been a reader of fanfiction until XIII. When both Fang and Light are done in character, they mesh fantastically well
