The more damaging the desired affect, the more presise the gaze has to be, but to work Kishenou Byoka, The user must have direct eye contact, making it a perfect torture technique.

Extra: Gaara has a bijuu sealed inside him, so people avoid him. The bijuu controls the sand in his gourd, automatically creating a wall of sand between him and an enemy, or their attack. It doesn't block more powerful jutsu's, nor can it keep up with a rather fast jutsu.
