Ooh! I know! Its from Hana-Kimi, volume 2! That is Hokuto Umeda, age 27, the doctor of the all boys school Mizuki, Izumi, and Nakatsu attend. He is a homo *And kisses Mizuki's brother, who is a homophobe* In that picture, he cheers Mizuki up *or tries to* and says "Keep on Dancing!" which is my all time favorite saying!
