For the Approval of a custom clan, jutsu, weapon, or summons the custom creation must not violate several base rules, pass three tests, and then be submitted for final approval. A custom creation will be denied if it breaks any of the base rules and/or fails one of the first three tests. After which it will only be denied if the creator refuses to accept alterations to bonuses, penalties, or the specific numbers involved in stats.
Base Rules: 1. It must not already exist. Double-check the Game System subforum, Clans Directory, or Technique List {Image Heavy}. 2. It must not be a copy/plagiarism of another clan's or user's private creation. 3. It should not be a different element version of an existing technique. 4. It must not have been banned from the guild. 5. Don't involve the Gods in your techniques. 6. No beam or wave type techniques/clans allowed. We are not DBZ. We also have more body parts than just eyes, so think twice on Dojutsu-based clans. 7. Put as much information as possible about the clan from their history to their bloodline details. 8. The topic must be marked as [Ready] before the board will review it. 9. You must post up your clan, technique, weapon or summoning contract after approval. 10. Note that once you post up your clan, technique, weapon or summoning contract it becomes the property of the guild. Should you fall inactive the Crew reserves the right to modify your clan story, techniques etc.
To the Approving Panel:
1. Approval authority now goes to majority vote of all members participating. All members of an approvals board must be experienced standing members of the guild. 2. The base minimum is 5 approving votes but may be flexible if only a fraction of the number shows approval and it has been five days. 3. The Crew oversees fairness but holds equal authority as any other participating member of the panel. Crew will maintain the cleanliness of this subforum for efficiency purposes. 4. Until the topic is marked as [Ready], no one should make comments on it. 5. Those looking for approval have a right to disagree with majority's decisions and compromises may be made as appropriate. 6. Polite, mature discussion is preferred when members are making decisions. Trolling will result in a one-week ban from approvals. 7. Please be aware that a vote constitutes of accepting every factor of the subject of approval.
The Sensibility Test: This test is the first step to an approval and is more of a check of the custom creation's foundation. For this part the approval board should look at things like: does the backstory make sense? Is it plausible? Is it confusing? can it already be done? can it be done in a simpler fashion?
An example of something that fails the Sensibility Test would be: This jutsu paralyzes the target through scent using pheromones. This jutsu would fail the sensibility test because it could be done by simply producing an anesthetic using the crafting system. Even if it was found not to fail on this test the pheromones would fail the science test.
Another example would the summoning of pink fluffy bunnies or butt faced monkeys.
The Science Test: This test looks at how a custom creation works. This test is designed to see if a custom creation is grounded in real world properties. Custom creations should not violate scientific laws unless a canon example is used to provide an exception. Narutoverse rules will override scientific ones.
Ex. Psychics don't exist in our world or in the world of Naruto. So if you create a psychic anything it will most likely fail. Ex. You still need to breath.
The Canon Test: This test looks to see if a custom creation is invalidated by the canon or supported by it. Custom creations that violate canon will fail this test. Guild rules will override canon rules.
Ex. "Water + Wind = Bubble release" when those two elements have been confirmed to make ice release. Also know that this test should be applied periodically as new information about the Narutoverse becomes available. Custom creations can be invalidated later on by this test. If you notice that something within Naruto has invalidated an aspect of your custom creation please bring it to the attention of the board.
One of the few exceptions to this rule is with extinct clans. If a clan can fit into society it can be remade through the use of forbidden science and selective breeding. However a clan that does not fit into society and went extinct for societal reasons cannot be remade as society will have made them go extinct again.
If a custom creation fails any of these tests without a canon exception the members of the approval board have a duty to deny it in its current form. If three or more votes are earned the custom creation will be denied. You are free to resubmit it but if it is continually denied the board has a right to refuse to review it again.
Balancing: The board will look to adjust any bonuses or penalties and then make sure that any jutsu, weapons, or summons are balanced. After changes suggested by the board are made it will go to a vote. It must receive five votes to be passed. If it does not receive five votes, changes must be made so that it will achieve five votes.
After a custom creation has received five passing votes an official copy of it will be placed on record in the [insert thread name here] for everyone to see. Approved Custom Jutsu, Weapons, Summoning Contracts, Village Customs (Weapons/Jutsu) must be the [insert thread name here] - Lack thereof means you are not allowed to use it in game for anything. [Battle, Training, or Normal RP]
Example of a weapon submission:
Name: Kunai of Chakraness Fails the Sensibility Test but is easily fixed by using a serious name. Type: Kunai History: The weapon is made from a special metal which is receptive to chakra. This is supported in canon by Sarutobi Asuma Description: A seemingly normal looking kunai that is made out of a special metal allowing the user to use his/her chakra to add extra damage. Damage: 1-4 + Str. Mod + (1/2) Chakra control Range: Melee Requirements: Chakra control 10 Acquisition: The owner must buy the special kunai from the store and pass a one stage training of a chakra control DC 20. Special: Causes bleeding upon critical hit. Should require Cp to receive the damage bonus Dual Wield: yes -4 to attack rolls and Chakra control requirement of 20 Owner: Tairu Khime The Science test is passed because this a canon confirmed weapon.

Creating a Custom Technique Before creating a custom technique, check the Technique List {Image Heavy} to see if a technique already exists that is similar to your idea. If not, then you may begin brainstorming. Ensure that you have a good idea of how the technique works before creating it. If the technique doesn’t make sense, the Crew will not approve it.
Also ensure that your techniques do not contradict the main principles of our guild. For example, Fire, Lightning and Ice ninjutsu will always use a high amount of Cp, while Earth ninjutsu will deal less damage. Genjutsu and Medical Ninjutsu will have high requirements, and so on.
Finally, please don't submit a technique for approval until your character can actually learn it. Of course, you can obtain approval for the idea just by chatting and asking Crew members in the Questions thread or the Chatterbox.

Creating a Custom Clan Before creating a custom clan, check the Clans subforum to see if a similar clan to yours already exists. If one does, unfortunately we will not be able to approve your clan. Doujutsu (eye-related bloodlines and techniques) are heavily discouraged. "Branch" clans are also discouraged and if branches are too unrelated, the clan will be denied.
It's also good to include some images to create the atmosphere of your clan and to provide more of an understanding for the readers of your clan sheet. wink

Clan members must come from one of the villages listed.} Element Affinity: {A clan must have one elemental affinity shared by all members. **Note: Your clan MUST have some sort of defining element outside of battle whether it is a distinctive physical appearance, common personality quirks, or even a family business. This is to spice up the roleplay and to distinguish clan members from normal shinobi characters.

Creating a Custom Weapon When creating custom weapons, it’s best to do a lot of research on the type of weapon your weapon is. What is it typically used for, how is it used, what can it do, etc. Is it a slashing or piercing weapon? Can it trip? Does it help in grappling or disarming?
When you have finished research look for the weapon on the Weapons List that most closely matches the description of your weapon. Use that weapon as a base and add or minus bonuses and damage as you see fit.
When creating Specialty or God Legacy weapons, you must include details on how to acquire the weapon. Acquiring a Specialty weapon can be equated to around a C- to B-rank mission, ideally for a Level 20 character, while God Legacy weapons should have a difficulty equal to an A- or even S-Rank mission, depending on their stats. Naturally, Specialty and God Legacy weapons can have higher damage and bonus effects.
