Nobody wants to stifle your creativity, but part of creativity is being able to adapt to a new storyline or the addition/removal of characters. RP is supposed to be fun for everybody, and while it's not fun to be told you're not allowed to play Lord Kass in a certain thread, it's even less fun to be told you're not allowed to play Lord Kass at all.
And that's not the case. Players have exclusivity on their own pets and OCs, but since official NeoPets characters don't belong to any of the players, that means there's no permanent claim on them by any of the players either.
In the long run, the person running the RP is the person setting the rules. If two players want to be the Tombola guy, it's up to the person who started the thread to say who gets the role. The "loser" is in no way barred from playing the Tombola guy in another thread!
And remember, an NPC is a non-player character. Sometimes, nobody gets to be the Faerie Queen.

...Or everyone gets to be the Faerie Queen. wink Really, it depends on your interpretation of NPC. The way people do it in most of the ones I've joined NPCs are controlled by whoever feels like making them do something.
