never seen this kind of deck before. mind explaining how it works besides bringing out relinquished?

honestly i havnt the slightest idea...
i was running down pojo forums trying to get people to look at my e hero n water monarch deck...
and saw this.....
the guy was trying to get help for a side deck...
i just remember relinquished being awsome and thought id try to build it...
that and i havnt seen one on here in awhile....
