First of all, I have less than a week to strengthen my pokemon before the tournament, or otherwise completely humiliate myself... And I don't know how anyone can tolerate sitting still and fighting 500 Pidgey before dying of boredom. X__X
I've tried everything, and still, I only get +2 on most stats... I even had the Pokerus, and STILL failed! What should I do?! ; - ;

Alright, here's what you do.
Plan out your EV's first. That the most important thing.
Second, have a pencil and paper handy to write down your progress.
third, this is where gameplay start coming into play. BUY VITAMINS!!! These pretty much cut your time in half. 10 vitamins = 100 EV.
4th, Power items give you an automatic +4 EV.
5th, have a set EV training spot.
6th, if you can get pokerus, use it. Make sure you have it spread to the pokemon you want to train.
that will turn the +4 EV you get from power items to +8.
and will double the EV's of pokemon you KO from 1 to 2, etc etc.
