i was asked to make a custom EV guide to help make a team. and was asked to help with movesets, here is what i did,

Jirachi. 45
T;K/10&#xSP;.ATK/45&#xSp;eed. the NZevent
204ATK, 102 Special Attack, 204Speed.
Draco Metor/U-Turn/Iron Head/Zen Headbutt

For attack i would equip Power Bracer(4+) and battle Seakings(2ATK) Via Surfing in MT. Silver Secound Floor
34 times.

For Special attack. i would equip power lens(4+) and battle Hauntars(2SP.ATK) at Route 8 at night 17 times.
for Speed. i would equip Power Anklet(4+) and battle Electabuzz(2Speed) at route 10 [uncommon. 5% in the morning. 10% in day. 5% at night.] Fearow(also 2 Speed.) at Route 16, [40% chance in Morning and Day.] or Ratticates(again. 2 Speed.) Route 26. [common! 35&#xmo;rning, 35Úy, 50% night.] 34 times

Moves Roar/Spikes/StealthRock/Roost
To Train in Defence. you might need to get a move that can inflict damage. i sugjest delete Roar because you can buy it again as a TM.

Equip Power Belt(4+) and battle SandShrew(1DEF) at Union Cave. [30% chance all day.on Floor 1 and Floor B1. ] 51 times.
for Special Defence.
you might need a move that can inflict damage. Delete Roar because you can buy it again as a TM.

Equip Power Band(4+) and battle Tentacool(1SP.Def) on Route 34 Via Surfing, [90% all day.] 51 times.

Or. if your a dedicated fishing person. and have a super rod.
Equip Macho Brace(X2) and battle Corsola(1DEF/1SP.DEF) found 30% of the time fishing with a super rod 30% of the time in Route's 19, 40. CherryGrove City, Olivine City, Cainwood City and Union Cave. cannot figure out the excact amount. Might be 255 times.

For Attack. Equip Power Bracer(4+) and battle Weepinbell(2Atk) on Route44. 35h;ance all day round. fight 34 of them.

for Speed. i would equip Power Anklet(4+) and battle Electabuzz(2Speed) at route 10 [uncommon. 5% in the morning. 10% in day. 5% at night.] Fearow(also 2 Speed.) at Route 16, [40% chance in Morning and Day.] or Ratticates(again. 2 Speed.) Route 26. [common! 35&#xmo;rning, 35Úy, 50% night.] fight 51 of any of the above.

for Defense. Equip Power Belt(4+) and battle Graveler(2DEF) on route 45. [40 percent all day.] 17 times.

for speed. Equip power Anklet(4+) and battle Rattata(1Speed) in Sprout Tower. [100% in morning and day 0% at night.] 51 times.

for Speed. i hope you like Magicarp. you have to fight 357 of them. anywhere.

Yea, with beneficial nature and high enough IV you'll max out easily. 3nodding
Yep that guy standing to the right of the PC in the battle tower, he tells you how good your IV's are.
