Well, I found this tip randomly on my rounds and although it's time-consuming, it's guaranteed to land you as many Lucky Eggs as you want to try for - that is, assuming that you have the persistance to keep searching for them. Please note that this method ONLY WORKS in HeartGold and SoulSilver.
Also, enough money to fill the Lake of Rage with Max Repels is probably useful.
How To Find A Lucky Egg
Step One: First, you need to have unlocked the objects option in the Johto Safari Zone, or Chansey won't appear. I also advise that you have the Super Rod, although it isn't necessary.
Catch a level 40 or 41 pokemon; it doesn't matter what it is. If you already have one in your pc, it helps, but I didn't - in such a case, I recommend catching a Chinchou in the sea around Vermilion City in Kanto (yes, that's where the Super Rod comes in handy). The one I got was a Lanturn at level 39, so I just used it to zap a few wild Tentacruel in the area and bingo, level 40.
Step Two: Next, you go to a PokeMart that sells Max Repels and buy A LOT. If you're anything like me, you'll be using about 9 each time you look for a Lucky Egg, but that's only because I refuse to use the reset method (see below).
After that, head straight to the Safari Zone in Johto. In the Area Modifier, set the Meadow and then go in for a game with the level 40 pokemon at the head of your party.
Step Three: Once in, you want to place twelve shrubberies around the Meadow, anywhere you like. That will coax Chansey out of hiding; however, you'll still get held up by hundreds of lower level pokemon whilst searching for the elusive sod. Cue the max repel, which will banish all the pokemon weaker than the first pokemon in your party. With your lovely level 40 helper at your side, this means that you'll only encounter Chansey, and they will all be level 42.
Catch your a** off and hope that one of them is holding a Lucky Egg! ;D
The Reset Method
Some might say that the best part about this is the good ol' hard reset method: save your progress before you go in, catch the Chansey, come out and check them for Lucky Eggs. If they don't have any, reset the game and try again without wasting money on Max Repels. I, however, am the exact sort of person who actually names their pokemon and can't reset without feeling guilty, but that's just me.

Therefore, selling your excess Oval Stones is always an option too. They sell at a reasonably higher price than the Max Repels at $1050, so enough of them could get you a nice section of your money back.
Catching A Chansey
A word of caution; Chansey is pretty damn hard to catch, even if they're easy to find using this technique. For a start, they are very resistant to Safari Balls. NEVER THROW BAIT: the cheeky swine will gobble it straight down and then scuttle back into the grass.
Speaking from experience, my advice is to throw two mud balls and, if it's still hanging around afterwards (which some won't), throw safari balls until it succumbs. A lot of Chansey will flee after two rounds of mud and an even greater amount than that will break out of the Safari Ball after two wiggles, leading to wave after wave of infuriating false hope. The key to overcoming this obstacle is simple: mind-numbing repetition. Just keep repeating the pattern of mud, mud, ball for every single Chansey, and they will eventually crumble under your will.
