There are a lot of vageries that creates grey area easily turned either way.
It's possible that Frank and James never got along, but it's also possible maybe when James moved out on his own he kept in touch with his father but never really visited much, you know? What if they lived in opposite corners of the country? Maybe James was writing a letter to his dad saying he was taking another trip to Silent Hill for a personal reason. When they disappeared, Frank began to wonder why he quit hearing back from his son. He comes to a conclusion that when they went to Silent Hill they simply vanished.
We don't know how long Ashfield Heights has been running, so we don't know how long Frank has worked there. So its possible he met Mary and James way before he worked in the apartment. Regardless, the cord didnt start smelling until JUST RECENTLY. Right as Walter began his dark works again.
Now, Newtionary claims that the Orphanage in the woods was questionable, but I don't think it's hard to see that when you first visit there, there's nothing questionable about it. I guarentee in its prime it was a decent looking place with kids running around (as shown by balls outside and play equipment), and peaceful woods. An ideal place for kids to grow and learn surrounding woods to protect them from the outside world. I would assume they kept their cult ordeals to themselves.
Frank claims to have kept the cord for an unknown reason. He just always felt like he should keep it. As wierd an item as it may seem, other people do that everyday. They find random stuff, maybe not important to others, that they feel they need to keep for whatever reason. Obviously he was right, because without keeping it, Henry could not have stopped Walter from completeing the 21 Sacraments.
I find some interest in this.... I need time to do a well planned research

RESULTS:
The Data I have found is this. At the time Walter Sullivan was born, Frank Sunderland would have been 21 years old. Frank and James had about a 22 year age difference, so James was not yet born. Walter was not directly sent to the orphanage as Newtionary had stated, but rather he was sent to St. Jeromes Hospital where he became a ward of the state and then was transfered to Wish House.
When he was 6 years old, he began making weekly trips to Ashfield Heights. So I do believe Walter and James could have seen each other, but the chances are very unlikely. Even more unlikely is them actually conversing. Walter never stayed longer than to take a quick peek and leave. Certainly not long enough to get to know anyone. Walter had no childhood friends, and was often bullied by other kids. Tenants in the apartment treated him badly as well, so James could have caught the same vibe.
The deal is that Frank would have had time to get the umbilical cord and hid it away somewhere. Just because he was better about talking about it in Silent Hill 4, doesn't necessarily mean he was comfortable preaching it right from the start. I mean, how much do all of YOU hide from people you live with? I've got bunches of things no one in my house knows I have. So it's not like James could walk up and say "Hey, you're Walter! My dad totally has your umbilical cord!!!" Plus, none of the other tenants knew he had it. Everyone knows kids cant keep a secret. Why would Frank tell James about it when he knew very well James could, at any age, tell other people about it.
When Walter was 24, he committed suicide. By this point, the first 11 victims, including himself, had been killed and the Holy Assumption was completed. Three years later, when James was 26 and visiting Silent Hill with Mary on vacation, Walter began killing the next 4 victims in a nearby town called Pleasent River. This was also the time when, shortly after their vacation, Mary died of an illness.
Three years later, James makes his historic return to Silent Hill. At this point in time, James was 29 years old. Seeing how it already happened, James stumbled across an old looking newspaper with an article about Walter Sullivan. Now, by the end of the game James has gone missing. Also worth noting, by this point Frank would be 51 years old.
At the time of Silent Hill 4, Frank was about 55ish. A photograph explains that Frank had said, "A Few years ago, my son went missing there". 4 years is definitly considered "a few years".
This is the best I could do on research for a timeline. If you have any questions, post them below.

I don't think Mary knew about Frank's attachment to an umbilical cord as she wouldn't have assumed she had a stable enough family unit to adopt a girl like Laura. It would seem that close contact between Frank and James was non existent.

Single James Sunderland I don't think Mary knew about Frank's attachment to an umbilical cord as she wouldn't have assumed she had a stable enough family unit to adopt a girl like Laura. It would seem that close contact between Frank and James was non existent. Whether Mary knew of the umbilical cord or not doesn't say anything about how close frank and james kept in touch. I can think of several things I never knew my dad had until just recently. I mean, when you hide things you generally do so without exception.

Very rarely you actually let something go and when you do it's just to obtain something new. xD Yea whenever a moment like that happens it's like "oh great the game glitched.... there's never suppose to be a time I just drop stuff..." Or like in Silent Hill 4 when you have to drop the bloody key off at your apartment before progressing further.... I was just like, wait... what does this mean to "drop something off"??? However, the new game coming out will lessen the hoarding aspect 3nodding I think you can only carry one, maybe two weapons at a time, and they all have a certain lifespan. Seriously though, sometime just look at the weapons in silent hill 4 when you have a full inventory.... then walk around your house looking for the same or similar items and try to carry them all in a way that actually works and is comfortable.... its ROUGH
