Try replying to everything he says about it with "please don't talk to me unless it's about WoW"
Don't switch it up. Say the exact same thing every time. If he asks you why, or to explain, or what he did, just say it again.

You're telling him no, but it sounds like you might be using money and distance as your reason. But money and distance are things that is willing to get around eventually from the sound of it. So you need to tell him no for other reasons if you haven't already. Be clear that money and distance are not the issue. Let him know you don't want to be with him no matter where he lives if that is how you feel. If that does not work, put him on ignore or let the GM or an officer know about it.

IMO that's creepy as HELL. He's never met you and says he loves you, i was in a similar situation in 06 on wow. I was thoroughly creeped out and quit wow for a few months after that.
