Out of the many districts that people in soul society call home, there is one collective name. Rukongai.
The Rukongai is divided into four sections facing the four great winds and is centered around the seretei. Each direction has eighty districts. The first rukongai district is always well kept and lawful, but as you venture further into the cities they begin to turn rather dark.

Forget your past. Live in the present. Prepare for your future. Kusari Korosu 
"You are scum. Unworthy of life." Kusari was inserting his hair into a ponytail as the child coward behind him hiding himself from the remaining goons. Two of them had ran off at the sight of the lieutenant patch on Kusari's arm, but three remained to prove how manly it was to harass a small child.
This was low even for the 74th Rukongai district west. The place had diminished since he had left, and this fight had merely been along the way to his old home.
"I will ask you once more to stand down and leave in peace."
Their leaders come back was snappy, "There ain't no peace this far out shinigami, and you ain't got no place being here neither."
"Quite the contrary sir. I have more right to be here than a pitiful goon."
The man's face reddened with rage. "You PUNK! Draw your sword and fight." The man raised a fist and ran for Kusari.
Kusari need not fully draw his blade to end this, the man had acted as predicted, a head on solo assault. He gave the man one more chance. "Please. Desist." Though the man continued forward.
The rest happened so quick it took a moment to process in the onlookers eyes. Kusari had removed the blade half-way from the sheath and hit the man in the head with the blades hilt. Square in the chin. As the man began to fly backwards Kusari jumped up and kneed him in the jaw before delivering two quick kicks to the man's abdomen and landing behind the child. The man's two friends gave a quick bow of respect before running and Kusari approached the man who lay bloodied on the ground.
"Sir, I gave you multiple warnings, and yet you attempted to assault me. Were this Germany, I would carve my name into your flesh so that you would not forget your travesties, but I am a changed man, and The Madam Fuer, Miss Kanashimi would not allow it, so I leave you with a warning." He stood up straight as if he were about to leave, but quickly reached down and grabbed the man's shirt, dragging him up to eye level. "Do not let me even hear about you causing trouble for these good people. Life was tragic enough for some, they deserve a peaceful afterlife." Seeing that he had accidentally disconnected the man's jaw, Kusari quickly popped it back in and walked up to the child, removing the ponytail as he walked.
"Hey kid, you alright? Need me to walk you anywhere?" The kid shook his head and Kusari asked one more question. "Do you still have that locket I gave you?" The kid nodded and handed it over before walking to a woman in the crowd. Kusari surveyed his robes for blood, and upon seeing none he continued around the corner to a small shack made of assorted metal scraps.
"Mumma?" He called into the home. It was his soul mother's birthday today. The brittle old woman came from the kitchen and smiled. "Kusari Korosu, I thought I smelled cigar smoke." She laughed and placed a hand on his back, "Come in, Come in. I'm sure your tired from the long journey."
Kusari frowned and looked down at the small woman. "I am sorry Mumma, I only came by to give you your present before I reported to work." He withdrew the locket from his pocket and opened it to show himself with the old woman and two others. The woman took the locket and nodded, "I understand Kusari. Its beautiful." She had just barely given him a kiss on the forehead before he was gone.

  Yō, Yuudai
Yuu was currently walking through the twentieth district of the Rukongai having just returned from his mother's grave and had his Zanpakuto hanging loosely from his back. Yuu was walking to clear his head as he usually did after visiting his mother's grave. His face was unreadable as he slowly climbed up a building till he was on the roof looking out over the scenery. It was rather peaceful, which seemed to be so rare these days and surely wouldn't last very long at all. After a few more minutes of standing there he hopped down off the two story building and landed gracefully on his feet. Yuu then proceeded to walk back to his Squad's Barracks.
