I may have to look up the ingredients of perfume but I do believe it has water in it.

ok I had a question from a while ago and forgot about! the fire nation didn't have control of the northern water tribe right? so, why would the fire lord think he was the ruler of everything?! aang stoped them from taking over the northern water tribe... so, before we saw the war meeting, I thought that the fire lord would use the comet to take over the northern water tribe..... eek

The Fire Nation either destroys a places and claims it their own, like in the various parts of the Earth Kingdom, or they try to stop the opposition of the other side. By neutralizing the Northern Water Tribe, that means the Water Tribe wouldn't try to fight the Fire Nation again.

They took all the waterbenders from the South, thereby neutralizing the threat. And the devastating attack on the North ensured that there would be no more opposition.
