Well if you didn't say super villan I would have said the grey phantom
I use his nickname cause I can't spell his real name.
but if were talking about supervillans I have to give it to marvals Monster Oc
he was only seen in a spiderman game (ps1)but he was bad to the bone

Strictly comic book? The Joker. He had no powers, was totally out of his mind, and STILL kept breaking out of the asylum.
