This is the monuments of the heads of the previous Hokages, This was built to honor the Sandaime, but eventually it was decided that it must contain the upcoming Hokages.. the most recent head that was included was the Godaime (The Fifth) Tsunade-sama. On the beginning of the series, Naruto vandalized it with paintings and drawings, claiming that he will be greater than any of those hokages. Which will be true.
