I have played pokemon (a lot) because I have 4 lvl 100 pokemon between my Pearl and Platinum versions. I also play other games. This list is for those who do not have a guide. *Note: I hate using guides until I have beaten the game, and I also hate cheating (Gamesharks/Action Replays).

Well, I am glad for that. Its just that the way this is written that's all. It sounds like something off of gamefaqs.
Or... maybe that's how I am reading it because you should write a gamefaq for the game.
By the way, which 4 pokemon are at level 100?
Trunks has a Palika and a Sceptile at that level.

I have two Empoleon, a Dialga, and a Palkia at lvl 100. I also have a lvl 99 Giratina and a lvl 91 Darkrai (Thanks to a friend for trading his Darkrai for my Spiritomb).

Actually, I found growlithe without the firered in the GBA slot. He comes onto the route 202 just passed Sandgem town at night.
If you have unlocked the special towns (Fight, Resort Area, Heatran Mountain, and Survival area aka beat the leaders to a pulp as many times as you wish on Platinum), then you can find Wild Banette just passed fight town if you go North and through the small building.
To unlock these special towns, you MUST have the Sinnoh Pokedex completed! Yes, you heard me, 100 percent finished! And, you must have already beaten the elite four who are waiting for you in the Pokemon League just a surf and a waterfall move away from Sunnyshore!
There are over 200 pokemon in the Sinnoh Pokedex.
My favorite in Diamond is Palika, which you can actually obtain! What you gotta do, (If I remember right) is you must have the opposing dragon in your party already holding its orb and return to the top of Mount Coronet. You should be able to find the opposing orb and then awaken Palika.
But, you can trade it as well from Pearl, which is much simpler.
And trust me, you may want Palika and not Dialga for the battle of the elite four.
Dialga is a Metallic dragon, which has all the weaknesses of metal pokemon and of dragon pokemon! Power isn't everything when the other Pokemon get to go first!
Seriously, you must think offense and defense when you are in any pokemon battle.
On exception of your rival battle first thing (in most pokemon games) you should at least try and have a pokemon that is good against the opposing element.
Normal Pokemon do not stand a chance against a fighting type. Bidoof is weak against any fight types. So, if you purposely level your fire ape till it gets a fighting move before you actually capture the bidoof, you will be happy. Bidoof is a common sucker in Sinnoh, and so is its evolved form Bibarel.
Beavers are rodents after all, and they breed like them too! Which I mean fast. Not as fast as fish pokemon like those magikarp.
Trunks Truesdale bred so many magikarp it isn't even funny. Fastest breeding and hatching ever!

You get access to the Fight Area as soon as you enter the Hall of Fame. However, you don't get access to the rest of the island until you complete the Sinnoh Pokedex (150 for Diamond and Pearl, 210 for Platinum). I know this is true because I beat the Elite Four first, then I completed the Sinnoh Pokedex.
You can get both Dialga and Palkia in Platinum. In order to challenge them, you need to get two orbs (Adamant Orb for Dialga and Lustrous Orb for Palkia). You will find both in the cavern above the waterfall in Mt. Coronet (on the way to Spear Pillar). You will be able to get both the orbs in one go. Now, with the orbs in your bag, head to Spear Pillar. At Spear Pillar, you will see a colored swirl (blue for Dialga and pink for Palkia) close to where you entered the distortion world (first time). Inspect the swirl and choose to summon the pokemon. Immediately after choosing to summon, you will enter a battle with the pokemon. Both are at lvl 70! After successfully catching either, exit Spear Pillar (you can use this opportunity to heal and get ready for the other) and re-enter. You can now catch the other (go to the new swirl and choose to summon (when you're ready)).
Dialga is a Steel/Dragon pokemon that knows Roar of Time (150 power, 90-100 accuracy). This move is a dragon type move very similiar to Hyper Beam-Dialga will rest the turn after using it. Palkia is a Water/Dragon pokemon that knows the dragon-type move Spacial Rend (120 power, 90-95 accuracy). Be careful because this move has a higher critical hit ratio and Palkia will NOT rest the next turn. Both of these moves have a PP of 5. Both pokemon also know Ancientpower (can raise all stats at once).

After re-reading a post, I noticed something that I believe is not true. If you could catch Palkia in Diamond, in theory you should be able to catch Dialga in Pearl the same way. However, after I had beaten the elite four and completed the sinnoh pokedex, I revisited Spear Pillar with my Palkia holding its orb in my party and I did not find anything. I'm VERY sure about this.

Have you proven it yourself, is what I mean? Recently? Like I believe you can get both, but its after you have the national Pokedex. And you must have Palkia or Dialga (depending which game you are playing) and you must have caught all three lake pokemon.
I mean Uxie, Azelf and Mespirit. Fail to caputre any one of these three will cause this event to fail.
I have not proven if you can get both Palkia and Dialga at the same time in either diamond and pearl without trading through Pokemon Centers in the upstairs rooms yet, however, I know it can be done.
To trade Pokemon in an upstairs Pokemon Center you will need:
2 DS systems 1 Pokemon Pearl game 1 Pokemon diamond game
You cannot trade Pokemon eggs as far as I know.
The Upstairs Pokemon Center trades DO NOT REQUIRE INTERNET SERVICE.
Wi fi connections in the downstairs Pokemon Centers MUST HAVE INTERNET CONNECTIONS AND SERVICE.

I have recently tried, and it did not work. I had already caught the three lake pokemon in addition to Palkia (I was trying Pearl version), and Palkia was in my party holding its Lustrous Orb. You can get Dialga or Palkia by trading with another trainer who has the pokemon you want.
