okay, i have an entire theory about this!! (wow razz ) it's going to sound totally ridiculus (sp?), but it could happen. here it goes:
tobi is in fact uchiha obito AND uchiha madara. how? i think it is obito's body, but somehow, madara placed his soul/spirit/whatever into obito's body and is alive through that!!

I've gotta say, I agree with Akatsuki Maiden's theory.
I mean, Tobi is obviously Madara Uchiha, there is no question about that anymore, I think he's proven that to us well enough.
But there's just something, that I can't place, that still just doesn't fit when you try to put all the pieces together.
So, I think he must be in Obito's body- or someone else's body. Madara was an ollllldddd man though, and you figure he could easily copy- and perfect- a transferring jutsu, such as Orochimaru's or whatever, and besides, it would get him new eyes in the process. He did just mention something about stealing a bunch of Uchiha eyes over the years, to perfect his own eye jutsu....
So, I think that Madara is in someone else's body; and it would explain the whole Tobi persona, and how it's so different from Madara too. I mean, I get that the guy was undercover, pretending to be just any ol' member, for some godforsaken reason- but why go to the lengths of acting so ridiculous?... It's not like he had Deidara or Kisame or whoever coming up to him being like, 'who are you really?...' etc, etc.
He could have acted in any way, and still not been under suspicion. The stupidity helped to take scrutiny away from him of course- if they all think he's dumb, they don't think he's a threat- but he took it so far...
I feel like it could have been Obito, or someone else, whose body he was inhabiting, their personality coming through a little, and Madara working off of that and exaggerating it.
