Red Zanmato
I jut got back from Japan, Philippines and Korea. In that order.

Alcohol is as easy to buy as water. However the society in general, [although some kids drink and smoke way to underage,] is quite mature in handling this situation. All people in these countries understand that the best time to drink is during a meal or party, therefore, there is a limit to how much idiocy can be accomplished.

Generally, kids as young as 10 can be spotted drinking, but few regardless of age drink maliciously.

It seems to be opposite here in America. People drink for the ideal sake of drinking, for the image of drinking. It seems less for amplifying fun, and more for social standings.

I guess the definition of party changes from society to society,

I believe that's because Japan (and probably other Eastern societies) have a collectivist society, as opposed to the Western world's individualism. In collectivism, people behave for the benefit of not just themselves (as we individualists do), but for the benefit of their social groups, usually their families. If someone does something atrocious, it not only reflects badly on the person, but it ruins the standing of the family, as well. I think people are less willing to perform irresponsibly when the family's honor is at stake. So they can afford to do things like allow kids to drink, because the kids have been brought up believing that anything bad they do will send their family into social debt.

The problem with drinking at home and alone is that binge drinking is much more likely because you aren't with people and don't feel self conscious, or at raves(those secret underground parties). Also if it's no longer seen as an "Illegal" activity it loses that thrill. You can move away from your parents, you can go to college(which would put you in the same buildings as people who could buy alcohol and wouldn't feel the least bit guilty giving you some), but when it comes to alcohol you're still treated as a kid?

I also agree what Red Zanmato said, most countries have a legal drinking age of 18, and don't even really enforce it(such as Spain, it's part of the dining experience more than anything else).
