I jut got back from Japan, Philippines and Korea. In that order.
Alcohol is as easy to buy as water. However the society in general, [although some kids drink and smoke way to underage,] is quite mature in handling this situation. All people in these countries understand that the best time to drink is during a meal or party, therefore, there is a limit to how much idiocy can be accomplished.
Generally, kids as young as 10 can be spotted drinking, but few regardless of age drink maliciously.
It seems to be opposite here in America. People drink for the ideal sake of drinking, for the image of drinking. It seems less for amplifying fun, and more for social standings.

I believe that's because Japan (and probably other Eastern societies) have a collectivist society, as opposed to the Western world's individualism. In collectivism, people behave for the benefit of not just themselves (as we individualists do), but for the benefit of their social groups, usually their families. If someone does something atrocious, it not only reflects badly on the person, but it ruins the standing of the family, as well. I think people are less willing to perform irresponsibly when the family's honor is at stake. So they can afford to do things like allow kids to drink, because the kids have been brought up believing that anything bad they do will send their family into social debt.
