Mainly controlled by the police and several civilians thinking they are 'gang bangers'.
The streets are relatively safe from danger.

 Liette was taking a stroll along the streets generally surveying all around him. He liked walking around the city, making mental notes and observations from whatever he saw. He always had an interest in improving the areas that he had control of. He would often bring up suggestions for improvements in the council meetings. More often than not, he liked to think that he was sharp, even though sometimes the basic of details failed him. Administration was new to him. After all he had only been one to follow orders for a very long time. He wandered through the streets, calmly greeting any passersby who happened to recognise and greet him. When he was finally satisfied with his rounds of the city, he headed over to his favourite tavern, the Man-At-Arms. He would often spend an evening there, merely watching all the reverly from his usual seat, without being disturbed by anybody but Sebastet on occassion, who would sometimes even join him on his table. He smiled as he walked upto the door of the tavern

 Cassius moved slowly along the streets, his head down as he thought things over.
He wasn't a big thinker most of the time, but when he was thinking it was usually a bad idea to disturb him for a trivial reason....
He gave a small sigh as he walked, just too much going through his mind to work anything out right now...
So now he simply walked, lifting his beautiful face to the night sky and wishing that he could hear the ocean. The thought of it made him smile....

Frost, it was a name that brought shivers down your spine. Frost was a well known man in these parts, it wasn't until last year that he stopped trying to kill Sebastet. Everyone feared the name Frost and his sword but no one knew what he looked like and he did like it that way. He kept his appearance hidden from the people he tortured or otherwise maimed so he could do just this. Frost liked to be around people, he liked to think about what they were all doing right now. He as a strong believer in that no one is innocent, everyone has their crimes. Even children are not innocent for they are far to easy to manipulate. The beautiful man wore a long silver cloak made of a velveteen material, it complimented his long blue hair. He would make his way through the city streets silently, anyone who got to close got an unexpected chill.

Cassius shivered as he neared the cloaked man, walking along and nearly passing him. But it wasn't only at the cold... Something about the sensation pleased him, though he wasn't certain what it was exactly.
He pushed a lock of his lavender hair behind one ear and lowered his face, glancing up at the man as he passed him through his thick eyelashes.
Yes, it was an obvious look of interest.... Of Invitation... But it was what Cassius was best at....

Frost had been forced to push pass this white haired young man, he had smelled the sea the moment he passed the man. Frost was very good at being able to tell ace in a person. He knew this man was most likely a mermaid or a selkie for they are both known for their beauty. He saw the invitation in the man's eyes and he had no time for this inviitation by the look of him this man though he ws god's gift to earth. Well god's gift just got rejected. he smirked at the thought and he pulled the hood of his cloak up over his face as he entered the man at arms tavern. He had ordered a cold drink, he sat down at the bar near the corner close to a window.

Cass couldn't believe it! The man ignored him! Of all things to do!
Oh this was simply not to be allowed!
Cass grinned as he came up with a plan. It was perfect...
He followed the man into the tavern and took a seat in the back, on the other side of the room from Liette, not wanting to spoil his evening....((Sorry it's so short...))

Cassius followed the man out into the streets, staying far enough away that he couldn't be seen.
He stopped at the same vendor that he'd stopped at and smiled when he found out what he'd purchased.
Perfect! Now he had a weakness... Now to figure out how to use it....
He left the booth and continued to follow Frost, looking like he was simply out for a stroll...

Frost walked for a long time, completely out of his way just t prove something. Now he was positive the sea creature was following him no doubt about it now. He stopped and pulled his hood down knowing the man didn't recognize him for who he was. His frosty blue eyes narrowed suspiciously at the man, "Who are you and why are you following me?" he said his voice giving off this frosty overtone.

Cassius Gave a pained sigh as the man turned and confronted him, deciding on the truth for once, "You interest me. That's reason enough for me right now...," he said softly, looking up at the man through his thick lashes and lavender hair.
He straightened and pushed his hair back, his lavender eyes almost seeming to glow in the darkness, "Very little interests me anymore... But right now, you do...," he added with a small shrug of one shoulder.
He shivered at the tone in the mans voice, but, again, not with cold. There was something about this man that gave him chills of excitement. Maybe it was the challenge, he hadn't had one of those in a very long time either....

Frost shook his head, "Forget me, being interested in me would not be in your own best interests." then he thought for a moment, two people under him in the council was better than one. Perhaps he could make this work to his advantage. He knew ignoring the sea creature had interested him, but what else? His hand played with the tiny glass figurine in his pocket, "What intrests you i me so? I go out of my way to avoid people like you...why is it you insist on following me?" He frowned and felt like this was going to be a long conversation and so if it cotinued he'd find an ally or somewhere that as private.

Cassius shrugged his shoulder again, "Many things actually... I'm not usually ignored... That alone is enough to interest me most of the time...," he started, then turned his head to look off to the side a bit, shaking his white hair back over his shoulder.
"You also like to stay hidden. You avoid being noticed by our favored Tavernkeeper. And you collect small knickknacks...," he added, giving several reasons for his interest.
Then he gave the clincher, "And your coldness doesn't chill me....," he said in a soft whisper, turning his lavender eyes back to the man, "That alone brings my interest to a very high peak... So I follow you to learn more about you... Isn't that enough?" he finally asked, sliding his hands into his pockets under the half-cloak.

He sighed, "You should leave me be, I will cause you nothing but trouble..." he fidgetted and that's when he saw Isabelle. He blinked, he could not allow anyone to see him and her together or their plan would be ruined, but he did need to speak with her. It hurt to think about it but he'd do it. He threw the glass knick knack to the ground close to her feet. Surprisingly it didn't break but it cracked. He puld his hood back up and ran off. Let the sea creature be interested, he would take advantage of that much later. He knew Isabelle would meet him in the usual place when she could lip away. She knew his signals well. He sat calmly at the top of the bell towern an abandoed church close to the outskirts of the city. It was his temporary home. Shelved lined the walls of the chuch and they were filledwith knock nacks and stuffed toys. It was his inner sanctuary.

Cassius gave a sigh as the man left, telling him to that he'd be better off leaving him alone just pricked his interest more.
He shrugged and started off down the street again, following the trail that the man had left behind. It wasn't hard with one of his skills. Just a small spell and the trail lit up to his lavender eyes.
He finally stopped in front of the old church and raised a delicate eyebrow. How cliche....
