You can get it for that price in the Exchange, but you have to be really stubborn. The best time to go is early in the morning or really late at night, especially during the week, if possible. That is when sellers get desperate and buyers tend to be more scarce. You'll have less luck during peak time, which is about 4pm - midnight. When an item is popular, you also just have to keep trying, but it can be frustrating.
