Reports had been coming in from everywhere, and it seemed like the agency was flailing and falling further and further behind. People were getting mad, and officials were getting mad, and it all fell on Charles' neck. It was time to disperse and engage all his Supers, have them concentrate on one area, creating expertise based on those Villains that seemed to be trying to follow Avalanche's examples and make their own little empires... Or at least toss it in the government's face that nothing could be done about them.
So Charles.... pulled rank on the messenger and decided to personally deliver some messages to some evolveds he knew.
He jumped in the limo that would take him to the airport that would bring him to his first destination... And immediately knew something was wrong when the thing jerked forward. Well. He had tried to pull rank on the messenger... But apparently the limo driver was out for a holiday, and Charles had his suspicions as to who's fault that was.
"Drive SLOWER! Don't you know how to NOT slam brakes?" Charles cried out as he was juggled around in the back seat.
"Awwh, is the man getting to be the old man?" the messenger laughed a little manically.
Charles gritted his teeth and tried to put on his seatbelt in between all the wobbling around.

Charles reached his destination -- amazingly without incident, considering the way the journey had started. Charles now was sitting explaining to the teenager in front of him the situation, and what he would like to do about it.
He showed the teenager the areas that were affected, and the types of evolveds that were causing trouble. He explained that he needed someone on standby in the area at all times. He knew the agency had just recently asked for this, but would it be possible to consider relocating to one of these areas?
Yes, possibly? Good! He sat back then, "You're not a Super yet, and I simply do not have the funds to support you and everyone else." He explained to those teenagers that were still in high school that they would be provided a very modest living arrangement with a very modest monthly allowance. Minors would live in a boarding type of situation. Those that had finished high school, but planned on going to college were expected to pay their own college fundings, but would be given the same type of living arrangements and allowance. Otherwise, they were expected to fully support themselves.
Of course, every successful engagement with the villains in the area, WITH a sufficient report would be met with a reward. Depending on the area and type of villain and type of engagement, that amount would vary, but he promised their efforts would be well paid for. On top of this, these new 'freelance supers' would be getting full medical from the N.S.A.

Wind, Fire, Sound (and their waves), Mud/Water, and Plant evolveds. Yesh, I'm sticking to the very basics of the elements for NOW... But it may expand. wink
I'm requesting for an OOC reply here giving me THREE choices of locations IN THE UNITED STATES and three choices of Villain powers. I'll try to match everyone up with their top choices; however, I'm not promising anything. It will be first come first serve...
If you would like to continue this conversation ICly, please feel free to make your own thread in the main forum here, to cut down on confusion. OOC questions are welcome here as well. I'm afraid I'm being terribly vague in an attempt to not be so intimidatingly long...

You DO NOT have to reply ICly to this if you do not want to, but YOU DO have to respond OOCly. I will not RP with you/your character if you don't.
Yes, I'm splitting everyone up entirely, except for DA/NSA pairings. No, that does not mean that group RPs are obsolete. I'm going to a) create some and b) allow you guys to find ways around that (even though we have no teleporters...ever. Again..). But I will no longer be trying to monitor very many group RPs.
