"We are the culmination of every choice we have ever made..."Following quickly behind Aikou, a creature as much a part of him as his arm or leg, Kai rounded a corner to find himself face to face with the Mizukage. Without saying a word however, the man that had been one of his many mentors walked brusquely past him, not even sparing a glance at the young chuunin. Kai winced when he did not even look him in the eye, that single act of purposefully ignoring him stinging worse than any blow. A sudden happy bark reminded Kaizen of the presence of Aikou who sat on his haunches a few steps down, as if saying "I found him." "That doesn't count...", Kai muttered, frustration thick in his voice, before following in stony silence behind the Mizukage.
Closing the door behind him as he entered Luo's office after the man himself, Aikou slinking in quickly before the door was fully closed, Kaizen walked slowly to stand before the Mizukage's desk. Head down, Kaizen glanced through the curtain of unruly white hair at Luo as the man dropped a few papers on his desk before asking about Kaizen's late return. Lifting his head up to look the man in the eye, pure white stare meeting sapphire hues, Kai said in a meek tone, "I... can offer no good reason for my long absence, Mizukage-dono. I had thought to see the world... to test myself and grow stronger, but I have nothing to show for it. I will accept whatever punishment you deem necessary." During the exchange, Aikou simply lay to the side, watching the exchange with his too intelligent eyes."... but sometimes, the right choice isn't always clear."

When finished, Luo sighed to himself as he unlocked his fingers and tapped the desk as if searching his mind for a punishment before speaking at last. "Well, at least you were honest. Kaizen, there's a reason we as a village have all these laws and especially laws for shinobi like you and I. I don't mind you leaving the village, but it's imperative that you come to my office and submit a formal verbal leave of absence. What if I had gotten word of an ensuing attack on Kirigakure the morning you left?" Leaving the statement to linger, Luo stood up and picked up the tube on his desk he had only just put down. Twisting the top off, he popped it open and pulled out some rolled up blue paper as he thought to himself, "Blueprints?"
"As for a punishment, returning with nothing to show for the time you've been gone is punishment within itself in my opinion. However, my opinion does not overrule law so a formal one must be created. You'll be looking over a new genin from Iwagakure for the next week to come. If I learn he has once fallen out of your sight and care, I'll see to it that it doesn't happen again. You'll be training him in this time, and in one month you'll both be sent with some others to help construct new facilities in Shimogakure." Unfolding the first blueprint, he tacked it onto the board he had on the left-hand side of the room followed by the second and third blueprints. Standing back, he looked them over as he muttered one last thing with his back turned to the others. "Matsuya knows where he is and any new information about him you may need to know. And Kaizen? It's good to have you back."

"We are the culmination of every choice we have ever made..."Listening in silence as Luo responded, Kai felt a pang of guilt as he realized how stupid he had been. It was a lucky thing that the Village had not been attacked, as Iwa had. If that had happened... if Kirigakure had been destroyed while he was gone... he couldn't even bare to think of it.
At the mention of watching over a displaced Genin, Kaizen simply nodded his head, counting himself lucky that the days of the Bloody Mist were over. He had never heard of Shimogakure though, even in his time away from home, but he held back his questions. As Luo rose to stare out the ornate window which took up much of the wall behind his desk[ooc: at least that's how I always imagine the room], and officially welcomed him back, Kaizen's mouth split into a broad grin as he said, "It's good to be back, Luo-Sama." Turning to face Matsuya, Kai bowed before the powerful shinobi before saying simply, "I'm ready to go when you are, Matsuya-San.""... but sometimes, the right choice isn't always clear."

Matsuya turned and looked at Kaizen bowing to him. It seemed the boy was hoping for him to take him to Gage. Matsuya blinked and then smiled a bit. "You'll have to forgive me, but I have a few things I need to talk to Luo about. Gage, that's the genin from Iwagakure, is at the Training Facility. I left him there not to long ago. So, I'm assuming he's still there." Matsuya's eyes shifted around the room once again. One of the reasons he didn't want to go back and meet Gage was the fact that he had told the boy he'd find him when he needed him. But, Luo wanted Kaizen to look after him. In a way, that was Matsuya going back on his word. "Hey, Kaizen, when you find him, tell him that I'm sorry but we might have to put our journey to find my cousin Kai on hold a little longer." Matsuya hadn't counted on Lou assigning the boy a mentor and a mission so soon. But he knew that eventually, they'd find Kai and it wouldn't matter when they left or who found her.

"We are the culmination of every choice we have ever made..."With a simple nod, Kai said "Understood, I'll find out anything else I need to know when I meet the kid." Walking to the door, he opened it to let Aikou through as he looked over his shoulder and nodded towards the other two shinobi before taking his leave. Walking down the long flight of stairs for the second time today, Aikou trotting ahead of him, Kai wondered what techniques the boy hoped to learn, and more importantly whether or not he himself knew how to perform them. Well at least I never have to worry about having a different elemental affinity from the people I teach... even if I have to learn the technique with them, Kai thought to himself with an amused smile.
Upon reaching the tower's entrance hall, Kai walked brusquely out the door, not waiting around to give Luo's secretary a chance to remark on his long absence. Walking through the familiar, mist-filled streets of Kiri, Kai made his way towards the training facility. "... but sometimes, the right choice isn't always clear." [exit to kiri training facility]

Matsuya returned Kai's nod as he left. He then turned and sat in the seat in front of Luo's desk. He began playing with the sleeve of his robe, a habit of Matsuya's when he was thinking of how to put things. He glanced up at his own bangs and saw the single bead hanging there. All of these quirks, the bead, the robe, they were all things he owed to Kirigakure and it's people. But his old village of Konohagakure still held some meaning to him. Matsuya cleared his throat and looked at Luo. "What are our current relations with Konohagakure?" The answer to this question would not make too much of a difference in what Matsuya was going to tell Luo. Enemy or ally, he would request to go to Konoha. But this question would determine whether he would be going as a friend or as a diplomat. He had hopes that his name still held some weight with the ruling body of Konoha. Even if it didn't, he was sure he could somehow gain entrance. In reality, Matsuya wanted to see his old students again. It had been a few years since he'd been gone and he had strong hopes that they'd all achieved some sort of greatness.

Afterwards, he pressed a button on the wall next to the odd clear board. As he did, the purpose of its translucency was at last revealed. Behind the board, three bright lights turned on in order to illuminate whatever was placed onto it from the back, in this instance the items were the blueprints he received. Stepping back once more as his eyes carefully scanned each sectioned grid of each blueprint, Matsuya posed him a question about Konoha. "I am unsure Matsuya. We are not enemies as of now, however since you gave up your title I'm afraid I've had little to no contact with the leaf village. However, I do have a squad that is currently there on some leads. When they return, I suspect the current state of Konohagakure along with the impression the squad leader got of the new Hokage will determine whether or not I make any strides to renew or dissolve our peace treaty."
As his eyes scanned each blueprint in its entirety, he went over them again. Then again. And finally, once more. Indeed something was not right, however he couldn't put a finger on it. To him, two things were odd about the prints he received: The first thing, was that there seemed to be a few dozen metal bolts, connectors, rivets, and other small welding works missing. For the scale of the building that was clearly written on the outside blueprint as well as the small close-ups of each of the main parts of the structure, the contraption seemed too large to have so little pieces needed to assemble it. The second thing that bothered Luo, was that the main communication room was designed without outlets. Of the two oddities he found, the latter was the most difficult. However, as usual Luo was rather skeptical about what he was looking at. After all the young man was a shinobi, not an architect.
Shutting off the lights behind the prints, Luo walked back towards the curtains and opened them. Walking up next to his desk, he pressed the intercom button to reach the secretary. As he heard the click or her answering, he spoke before she could in order to bypass the cynicism he would otherwise receive. "Tomorrow I want to meet with the top three architects in Kirigakure, as well as the foremost electrical engineer we have. Set the meeting for Lunch." Without waiting for a response, he let go of the intercom button to cancel the connection. If what he was seeing was correct, the 'act of trust' committed by Nagisa and presumably Kumogakure, was nothing more than yet another lie Luo had begun to uncover. With a sigh as he turned around to look down at the village as the sun began its decent into late afternoon he thought to himself, "I would rather them not bother with the blueprints if they were incomplete. I am trusting them to build the tower in the first place, so how does this act make any uneasy feelings I may have subside? If anything, I'm more wary than I was in the first place."

Matsuya leaned back in his chair a little and watched Luo as he inspected the blueprints. Then, when Luo answered his question, Matsuya let out an almost silent sigh. There was a lot to worry about these days, it seemed. First their friend Zane's disappearance, then this uneasiness about Kumogakure, and now Matsuya's personal worry for his former students. Even though he was only in his twenties, Matsuya had considered those kids to be the closest thing he had to his own children. And he'd sealed a demon in one of them. That wasn't easy to do to any child, much less one he'd trained himself.
As Luo continued to look over the blueprints, Matsuya's mind wandered to his students and his old life in Konohagakure. It was strange. Back in Konoha, all he could think about was Kiri. But now that he was back, all he could think about was the life he'd left behind. Matsuya was sentimental, one glance at the bead on his head could show you that. He thought of the impromptu squad he'd made out of the three non-host genin. Vincent, Hiniko, and Zin. They'd all been bright students. And Vincent and Hiniko had taken a liking to each other quickly. And then there was Zin, the little snake boy. Matsuya owed his life to Zin. The boy had saved Matsuya from an attack during the sealing of the Kyuubi. And Zin was special. He wasn't a normal child, but rather a clone of one of the most villainous shinobi the world had ever known. And that was why, from the moment the baby Zin had been brought to him, Matsuya had tried to hide what he was and have him raised as a normal boy. But then, he'd figured it out somehow and asked Matsuya for evidence of his theories. And Matsuya had given it to him, minus a few pages that contained unspeakable jutsu and notes. Zin had been the most ambitious of the squad, that was for sure.
Matsuya was snapped out of his memories by Luo opening the office's curtains once more. He thought about Luo's answer about their relations with Konoha once more, playing with the sleeve of his robe once again. He still wanted to visit Konoha and his "children", but he sensed something more serious was going on. Matsuya stood and walked beside Luo. He didn't make eye contact, or even look at Luo. He just stared out the window at the mist shining in the sunlight. It brought a small smile to his face, standing here with the man he thought of as a brother, looking out over the village they'd sworn to protect so long ago. "You're worried, that's obvious. But look," Matsuya swept his hand in front of him over the village out the window. "they believe in you. They'll respect any decision you make. They will stand behind you all the way to the gates of the underworld. And then, they will charge in behind you to rid the world of its evils. And I'll be there at your side, until we're both dead and gone." Matsuya's smile spread wider across his face. He really did love moments like these. They were just...poetic. "What I'm trying to say, Luo, is to do what you think is right. No one will think less of the Pride of the Mist if something turns out badly. You have your brothers to stand next to you. And besides, if something does happen, you'll have me to clean up the mess. Just like when we were kids." If there was anything Matsuya learned while he'd been Hokage, it was that sometimes leaders had to go with their gut instinct. That, and a good leader would have his people behind him no matter what. And there was no question, Luo was among the best of leaders.

It seemed Matsuya had picked up on Luo being worried, and even a little nervous. As he finished his first set of words, Luo's face crept into a light smile as he continued to look onward. Matsuya continued once more to speak to Luo, and as he did Luo listened. As the sun began to set slowly Luo nodded a bit as he took his friend's words to heart, at last muttering to him with a light chuckle, "If I recall, it was myself who cleaned up most of the messes you Zane and Tares created. I never seemed to be able to do it before you guys got caught and I happened to be there. A knack for bad timing at the time I suppose."
As dusk began to set in, the mist seemed to glow with the light of the village. Both dawn and dusk were Luo's favorite times to look at the village or even be down there in it himself. Matsya was right Luo thought, he had to go with his gut instinct on anything he felt uneasy about. Seldom has doing so ever failed him, and he had his people behind him. He often forgot that the people he fought so hard to protect, were quite capable of coming to his aide in his time of need. Breathing in deeply and exhaling, Luo turned to Matsuya at last as he broke his gaze on the village. "Wanna get some dinner at Nikko's?" he said with a genuine smile. Rarely did Luo get the chance to visit the shop while it was open, and on this particular day he had finished preparing everything for the next day already, and finished the paperwork he had. It had been a productive day despite the lunch meeting he had with Nagisa. With that thought, Luo gained a bit of confidence in how he performed his duties as kage.
Turning around, he threw his robe onto the coat rack in the corner of the room. Matsuya was always hungry, so Luo assumed he'd follow with him as he walked down the stairs. Before the secretary could speak, for once Luo smiled and muttered, "Have a great evening Mrs. Kanai. Tell your son I said hello okay?" Walking out of the double doors of the tower, Luo didn't bother to look back to see her face. After all, he could see it in the reflection of the glass on the doors. She had no retort, merely nodded slowly and stuttered a 'you too' his way as he exited leaving her to lock up the place. Breathing in heavily, Luo smiled. There was a light smell that the mist gave off, and he loved it. Turning, he waited for Matsuya to catch up before leaving.

Matsuya laughed a little as Luo corrected him. He was telling the truth, though. Often times, it was Tares, Zane, and Matsuya that had made the messes of things. And Luo, being the loyal friend he was, had smoothed things over so nothing incredibly terrible had happened to the three. Matsuya was very certain that if Luo hadn't been around, he would have been punished to the full extent of things. And for that, Matsuya was incredibly grateful
Matsuya turned and followed Luo as he exited the office. A wide smile had spread across his face as he walked out of the office to see the secretary's loss of words. He tucked his hands into the pockets of his robe and kept walking. He gave the woman a small nod as he passed her, but got nothing but a glare in return. He did note, however, that the glare was somewhat less intense than normal. Maybe Luo's kindness would finally rub off on her. Matsuya continued down the stairs and met Luo outside the office. "Well, let's go. I'm starving." Matsuya let out another laugh and started to walk in pace with Luo towards Nikko's.

As usual, Mrs. Kanai had opened the building up since she was always early. Nodding in her direction and beginning to walk upstairs, it was no surprise that she handed him a stack of folders with things for him to look over. Thanking her half-heartedly, he continued towards his office, unlocking it and entering to place his stuff down. Grabbing the robe off of the coat rack in the corner, he put it on and walked up to the floor to ceiling windows behind his desk. He was pretty pleased about shortening the arms of the robe, allowing him better movement.
As he watched the village begin its day, he took a deep breath inward. Exhaling at last, he turned and sat with his legs crossed on the elegant seating pillow, pulling a pen out and opening the first folder to see what was inside. If he was lucky, he'd be able to finish before lunchtime.

  ►► She tilted her head far back, several stray locks of her long, ash blonde hair gently tickling the exposed skin on the back of her neck as she gazed up at the tower of the Mizukage. She never understood why the most important people in the Hidden Villages would do something like build their offices in the most ostentatious buildings. It was almost as if they were daring the outside world to launch an assault on them, as if they were telling everyone outside of the village that they were unafraid. It was a daring move, that was certain, but the Kages wouldn't have been appointed the position if they hadn't displayed that they had the power to back it up. Kaiten arched her long, carefully sculpted brows over her feral crimson eyes as her gaze zeroed in on the window at the top, where the Mizukage's office was surely located. A sigh escaped through her shell-pink lips with a low, almost bored-sounding noise, which she pursed as she took several steps forward, the heels of her boots making soft sounds as they connected with the ground. She entered the building and headed towards the staircase with quick, brisk steps. Her steps were lithe and smooth as she climbed the stairs, heading to the Kage's office with the symbol of Konohagakure hanging from a thin silver chain around her neck. The antiqued silver pendant hadn't been worn in years, but it would serve its purpose. She needed proof that she was a Konohagakure shinobi in order to convince the Lord Mizukage that she was worthy of learning the Infinite One Swordstyle. The kunoichi was petite and slender, her muscle definition a clear sign that she'd been training as a shinobi since childhood though her body still retained her womanly curves. Her skin was the flawless, the color of pale, creamy antique ivory and marred only by the intricate tribal tattoos that wound their way across her torso and extremities. The only place that didn't have tattoos was her stoic heart-shaped face. Her long, ash blonde hair was caught up in a clip, her bangs falling gently towards one side of her face with several wispy stray locks escaping the updo. The strands each had a perfect luster to them. Her almond-shaped eyes were a feral crimson, the color of dying roses, once used as a symbol of true love. Her legs wobbled slightly as she stepped onto the landing, muscles not used to an ascension at the speed she had pushed herself to. She paused outside of the door to the Mizukage's office to catch her breath before knocking twice. A single thin, silver bracelet was clasped around her wrist as she reached up to knock on the door of the Lord Mizukage, waiting patiently for instructions to enter.

He sighed inwardly as he moved on to his seventh batch of paperwork, secretly dreading how much there was for him to truly go over. He didn't recall his sensei ever doing this much work, but then again the man did leave him with quite a deficit to fix. In his other hand, Luo twirled a senbon, a habit which remained with him since he was a genin. It usually occurred when he was bored or nervous, and nothing he read so far had any inkling of making him nervous.
Placing yet another pile of papers into his 'finished' stack, His ears perked up as they caught the attention of someone knocking on the oak door. To his knowledge he was expecting no visitors until later in the afternoon, and he was to be informed before they even arrived. His secretary hadn't buzzed in either, however that could also simply mean she had stepped out to use the restroom among other things. To be honest, Luo didn't really keep close tabs on Mrs. Kanai, believing the woman to be quite capable in doing her job. There was a lot to be taken from the way a person knocked, and Luo was no stranger to listening to just this simple act and transposing it to mean much more.
From what he could tell, the person who knocked was not someone he knew. He was quite astute at memorizing the way someone knocked on his door, and it certainly wasn't one he'd encountered before. The way the person knocked, there was a slight pause between each knock on the door. The pause could be interpreted as someone being hesitant, however it could also be taken as someone who was simply weary. The second thing he noticed, was the softness with which the individual wrapped on his door. Not so much so that it denoted urgency, but certainly not light enough for Luo to assume this person to have done something they were ashamed to come and admit. No, this person was new to the door as far as Luo could tell, and simply patient by the sound of it. So far, so good.
His midnight blue eyes slowly glanced upwards towards the door as he muttered aloud in a usual straight tone, "Enter." His youthfulness could be heard through his voice alone, however the manner in which he spoke denoted that his words were in years beyond his own voice. Waiting patiently for the door to open, Luo closed the folder he was glancing over, brushing a strand of hair out of his face with his left hand. Luo seldom looked unkept, and this day was just the same in that regard. As the leader of a clan with such influence over Water Country, he could not afford to leave his home in such a manner. No, he was groomed well enough for any man his age, and his posture made his noble upbringings clear. With a subdued glance, he stared at the back of his own door, eager to see who graced him with their presence as the first visitor to his office that day.

"Timing is key to a perfectly timed attack..." XXXXXX It took Gage awhile to recognize buildings as he passed, but not willing to ask for directions trudged on through the haze that was once a mist to him. After what seemed like an eternity, he saw the office in the distance. "Finally..." He muttered to himself as he walked towards the place. XXX It didn't take him look to step inside and adjust his eyes from the hazy mist outside. He walked up to the desk of the secretary and began speaking, "The Mizukage is expecting me, can I go in?" His inquisitive tone and the ladies usual foul mood didn't make the situation any better. She simply states that the Kage was busy and she'll let him know of his arrival. XXX 'Riiighhht...' Gage thought as he walked over to the seat in which he had sat only yesterday and sat down. He hummed and old tune to himself as he waited for whatever it was the the Mizukage had for him. It was then that Mrs. Kanai's voice at last appeared to ring out, explaining that Gage was here as he'd asked. "Alright, send him right up please." Luo said after placing his hand on the small black button right next to the speaker. Letting go of it, the box crackled for what seemed like an eternity. He guessed from the silence Mrs. Kanai was annoyed for some reason, but for what he couldn't tell. Perhaps she thought he was already busy with something else. After the silence on her end and the continued crackling however, the speaker's audio went clear as she replied with a simple 'ok.'
Looking up at the clock on the wall, he wondered if he'd have enough time between the next two visits to make the meeting with Kiri's engineers and architects on time. He detested being late, and tried everything in his power to avoid such a thing. Pushing the button once more Luo spoke into it muttering, "One more thing Mrs. Kanai. Push my meeting with the engineers back one hour. Send a genin out to deliver the news and tell them I apologize for the inconvenience."
