It means 'junior student' and it usually said like that for the fact that the the person doesnt know much, or not that far behind in learning than the person that is calling them that.... In this case, levels.

•Each Jonin will be assigned a squad of three genins
•Jonins must go to the kage's office to receive any mission he or she may want
•In order to become Anbu, you must complete at least 25 missions. Consult the hokage afterwards to see what you need to do. To be Oinin, one must complete at least 20 missions
•To become sannin, you must complete at least 30 missions
now what was the Requirement to reach Anbu again?

yeah dude, we were gonna do it at genin but someone said only chuunin and up could be anbu. Therefore...only chuunin and up can be anbu.

That would be exactly why this rule set doesn't exactly apply to villages that don't have it listed. This is the Kirigakure rules, not Kumo, not Suna, not Konoha. Unless of course all of those places have their very own Mizukage. Edit: Interesting. It also mentions the Hokage. I wonder why they have two kages mentioned.

the rules are the same for all villages, you know that Hinote. Because all the villages use the same one... Even in Kiri, it says Hokage to be an anbu... I suppose you would have Kiri ninja ask if we could be Anbu to the Hokage wouldn't you?
