Well, here's my usual moveset for Garchomp
Dragon Claw: 80 power, 100 accuracy
Earthquake: 100 power, 100 accuracy
Stone Edge: 100 power, 80 accuracy
Swords Dance: doubles attack power
Gyarados actually has a pretty decent special defense, but any sort of lightening attack will shut him down handily. It's his intimidate that screws with most people, since majority of rock type attacks, aside from Power Gem are physical.
also, Articuno has s**t for physical defense so, even with a non STAB berry weakened Stone Edge, from a fairly decent physical attack like Garchomp will shut it down, because of it's 4x weakness to rock
But in all seriousness, any pokemon with a decent special attack stat, packing either Ice Beam or Blizzard will shut Garchomp down easy. Hell, even a spec'd HP: Ice would prolly OHKO Garchomp.
