Masaki turned as another figure entered the room. Or maybe this is 'Manny'? That would be okay, though she seems to be less manny and more attractive... Masaki thought to himself, but the woman's words revealed she was probably the Jounin Luo referenced instead. Yes, she probably doesn't have a problem with the old snot, but she didn't have to listen to the nonsense he had spouted about Masaki's "dad". Masaki held his tongue even after the boy spoke. The boy was Manny, which was certainly better than the old man, but he seemed to carry the same "know it all" attitude as every other wannabe shinobi in the academy. This trip would be annoying, but it would still be better than trimming that stupid old lady's pooch...

Under his bangs, Luo's left eyebrow twitched as the ends of his mouth curled downward, displaying discreetly his dislike for the name. Not only had he not really enjoyed it when he was younger when it was said affectionately, but it seemed to stick with the girls from his class. Looking directly at Masaki and then Aoi Luo muttered towards both of them, "Play. Nice." Aoi gave Luo a salute and a wink, something that Luo didn't trust for a second. He felt sorry for Manny, but only for a moment. Hopefully the two people that he'd be going with would motivate him in some way to not seem so complacent. He gathered Aoi was the best at 'motivating' genin, and by any means necessary.

"Well, I will..." Manny was over taken with a yawn, but tried to finish with "meet everyone at the gates." but with the yawn it came out as a cluster of words mushed together and almost impossible to fully understand each word, but every one would probably get the jist of things. Turning to walk out of the office Manny scratched the back of his head which moved his cozy animal hat to a odd crooked angle atop his head, making it look more like he just got out of bed with his grey pajamas's, and glazed look in his soft blue eyes.

Giving Luo a quick salute and a wink, Aoi turned on her heels and headed out of the door. She really enjoyed going to Konoha every once in a while. The village was so large, and there was always something to do. There were a few things she hated about the village however, such as the unorganized nature of having two separate types of police force. It just seemed a bit obvious to her that the Konoha Police Force was simply a way to keep the Uchiha clan busy in the beginning, but she didn't mention it when she was there. It was rude to ask a question such as that which could be taken as an insult to their village. Reaching the bottom of the steps, her sweet smile was enough to even allow her to pass by the secretary without a word. Yes, Aoi's had a way of getting things done with a smile.

Once he was into the village proper, finding the Mizukage's abode was a simple matter. Head straight for the biggest building in town, and that's bound to be it. He was surprised he hadn't been stopped or questioned by anyone along the way through the village, but that was probably the ANBU from earlier's doing. "The mist is always watching" or something along those lines. They knew where he was, he had no doubt of that. But apparently they felt even if he did turn hostile they could get to him before any serious damage could be done.

Entering the building, Zdura looked around a bit until he found what he assumed to be the right direction to go to the kage's office. One foot on the steps he paused, noticing the presence of another person in the area. A woman, the secretary perhaps? Turning around, he had his mouth half opened to ask her where he could find the Mizukage when she cut him off with the sharpest intrusion his ears had ever suffered.

"That's right, just walk right up to see him, no need to check in or anything!" She screeched, obviously incredibly angry over something, and obviously sarcastic. Making a judgment call on the fly, Zdura decided he really didn't want to deal with that right now, and decided to take her words at face value. Thanking her, he turned and briskly made his way up to the office, leaving her to steam over whatever issues had her riled so badly. And getting out of range before she could correct herself.

Quickly finding what he assumed to be the kage's office, he knocked on the open door to garner the attention of those inside. Particularly the kage, but there seemed to be a few others as well. "Your secretary said I could come up to meet you." He stated the second he was sure he had the kage's attention.

As Luo heard a wrap at the door followed by a few words about his secretary, his voice carried to the door only a moment later. "Enter." The voice on the other side was unfamiliar, he guessed a visitor in the village. He wasn't really expecting anyone from any other villages, so he was quite curious to see just what he was being visited for. He had sent out a request for the ANBU to apprehend someone using the paths to Kiri as a way to mug people and even almost kill a genin, so he was sure they were all on high alert that day. Hopefully, depending on who it was, they didn't receive too much trouble getting inside the village.

Zdura stepped into the room immediately when he was told to enter, and slowly walked towards the man's desk. While his posture was professional and centered on the obvious head of the room, his eyes darted about, assessing the others in the room as well. First, a young man. Genin, presumably. In the corner, a slightly older boy, one who's face he recognized from data he'd received after a recent chuunin exam. Kaizen Minoru, a jinchuuriki if what he'd heard about the final battle was true. And behind him, Tares, a face he recognized from the bingo books, but knew little about. A powerful man, influential in Kirigakure from what little he knew.

But the most important was undoubtedly the man behind the desk. Done with his observations of the others, all attention was now on him. "Luo Ushio, Mizukage, I presume?" he spoke as he reached the desk, holding out his right hand to the man in the generic way of requesting a handshake. "I am Zdura. I'm hoping to become a member of your village."

Luo watched the man as he walked in, noting his attention in the ocular region was elsewhere in the room, quite possibly everywhere in the room. However, it wasn't unusual for people to enter his office and attempt to get their bearings. Luo performed the action on unfamiliar territory as well, so he didn't really hold it against him. As the man's hand went out to Luo, he was instantly wary. It wasn't because the notion was rude in any way, quite far from that actually. The reason, was because Luo did not like to be touched. He had a disdain for contact off the battlefield with those outside of the walls of his clan, or for those he wasn't particularly fond of. The man sitting to his right could attest to having had any contact with the man outside of sparring a handful of times. It was something Luo didn't like to explain, and usually didn't. He just had a problem with intentionally becoming familiar with someone he had little fondness of. One's intention on the battlefield after all was not to shake the enemies hand, so why potentially give in to the notion even if weapons were not drawn? It was a concept Luo found foreign, human contact simply for the sake of it, rather than it holding true meaning.

Clearing his throat, the man lifted his head allowing the light to hit the brim of his nose, his eyes covered by his bangs at Zdura's angle. "I apologize, but it is usually customary to bow." He smiled slightly, meaning to let the man know he meant no disrespect in what he said before proceeding with the conversation. "What village are you coming from, and why did you pick Kirigakure? We're a difficult village to get to, and the smallest of the great five. Surely it would have been easier to seek refuge in the less reclusive and easily accessible Konohagakure."

"Ah." Zdura stepped back slightly, pulling back his hand. It wasn't uncommon for a handshake to be turned down, especially one from an unknown entity such as himself. Before answering Luo's questions, he conceded and bowed slightly. Not a large bow, but not so small as to insult either. Enough to denote respect for a superior.

"I hail from Otogakure, which was destroyed recently by an unknown enemy. So in truth, I have no home." he answered the first question. His voice was smooth, but his hand visibly, at least to the eyes on one as observant as Luo, clenched a bit tighter at his side. The wound was still fresh, and the anger at having his home destroyed a second time, this type by a complete unknown, would be with him for a long time. But, he was better at hiding it now, and it would not affect his decisions as it had all those years before.

For the second question, he raised his hands slightly at his sides, in a wide yet weak gesture covering the room, but more evidently from the words to come, the village. "Kirigakure is as you said, a hard village to get to. I am not an open man, and an open village like Konoha would not suit me." The answer was simple, but true enough. He didn't feel the need to add that he felt the genin he had met before might recognize him should he go there. Not necessarily a bad thing, but it could blow his master's cover in Sunagakure if he were.

Hearing the first answer, Luo nodded slightly in understanding, having heard of the village's destruction. He didn't know by what means, and to be honest didn't even know much about the village. They were very secretive, and even hid their kage amongst the people.
His Second answer on some level didn't sit well with Luo, believing that none came to Kiri without motive. The village was not a place to easily adjust to as a foreigner, and Luo would think a man whose village was just destroyed unexpectedly would not want to live in a village where his own eyesight was impaired on a constant basis. As usual however, Luo didn't let the though linger long as he decided he may have simply been over thinking the situation.

"Well, you seem to know my name which in itself is a bit odd since I've never stepped foot in Oto. I doubt my name had any reason to reach such a place. And if you know of Kiri's reputation, then you'd know it takes a certain kind of person to become a shinobi in this village. What qualifies you for such a position over a native of this village?"

"I should hope you hadn't set foot in Oto!" Zdura replied, feigning shock at the idea. "Otogakure never existed. Not as a village at any rate." the man said, a smile quirking his lips as he spoke of his home. "Otogakure was an idea, shared by a group of people. The idea of a true ninja. A warrior of shadows and deception. Of knowledge and information. It should be no surprise that I know the name of the longest lasting kage in the five great nations. A small village cannot survive without knowledge of it's larger counterparts." Zdura smiled visibly. It may have been forbidden to speak of Otogakure before, but with it gone, he could be open about it's values, open about some of the information that he knew. The little he had revealed about his knowledge of Luo was simple enough, easy to obtain by anyone who asked questions, or even read the bingo books. Of course, he knew more, possibly more than the casual interest should garner, but he didn't feel the need to mention that.

"My qualifications though?" his voice darkened considerably, becoming serious in an instant as his eyes sharpened, fixing upon Luo's own. "From the moment I entered this building, I have had opportunity to kill three people. First, your secretary, when she approached me downstairs. Second, the genin behind me, when I walked past him earlier. And third?" he leaned forward, placing his hands palms down upon Luo's desk as he looked into the man's eyes. "You yourself, at this very moment." As he finished speaking, Zdura continued to stare into Luo's eyes, watching and waiting for his reaction. He wouldn't do anything to back up his claim, not yet, but his body was tense and ready for anything. Who wouldn't be, after telling a kage you were in a position to kill them? Even if he himself didn't react badly to the claim, there was no guarantee his entourage would not.

As the man spoke of Oto's existence, Luo found great interest in it. He wondered just how long the place kept the guise up, and how it was set up. He did however, note quite a large flaw in this method of living, and it was one he didn't much care for. The village had succumbed to attacks, and Luo could gather that without the proper leadership there to initiate battle strategy and coordinate attacks and movement, the method in which these shinobi handled attacks would have been pure chaos. If one were to attack a village that was supposedly not a hidden village, and therefore their military force was unknown to even each other, it would be too easy to attack in two separate points of the village and simply draw out the shinobi they had. The issue was that there was no way to dictate strike methods or even counter-strikes, since no one knew who their leader was. There were no squads or squad leaders, so it was even impossible for at least certain squads to meet together and decide where which squad would go in an attack, since of course it was possible in such a village for your own neighbor to be your ally or just another farmer. There was no method to the madness, and exploiting such a flaw would not be hard under most any circumstance. Luo gathered that if the village had a policy which allowed for all jounin to know the identity of the Otokage, they would have the ability to organize counter-strikes and even give some idea of where the rest of the shinobi were needed. In Luo's eyes, unless there was some information he was missing - something that very well could be - the village was doomed from the beginning.

As he answered just how he knew of him, Luo decided it was a truth that made him stick out among the five kages, however Luo still found it odd for a few reasons. The first, was that Luo had traveled out of Kiri quite literally twice in his entirety of having the position he held to this day. The word 'Kage' denoted a shadow, and each of them was just that usually. A kage's identity is kept well hidden for many reasons, primarily in order to keep hidden any knowledge of a village's last defense. But Luo as any would know, kept in mind that before he took the position he was someone many shinobi did not want to face in battle. In fact, he had heard that when he was a jounin Iwa-nin were given a strict retreat order if they encountered Kiri's Pride. So, it could be said that quite a few villages knew of him. However, Oto was not one of them. For this man to know his name, or anything about him he would have had to inquire, and in another village at that. And what an odd question, to ask about a different kage than the one that was in whichever village he was in. Had he simply wished for an audience with Luo, he would have just shown up to the village in an effort to meet the man. So, in Luo's eyes the fact that he had previous knowledge of him made no real sense, and struck him as a bit suspicious.

It was when the man began to answer Luo's final question that the air in the room seemed to become tense. He could feel Tares next to him tensing, he was coiled and prepared to strike, Kaizen as well. As he continued to speak, it seemed to offend the two more, but they didn't act, instead watching Luo. The man was very bold indeed to speak in such a manner, a manner which did not scare the men he stood across the room from, but instead insulted their ability as shinobi. Kiri shinobi took that offense above most any other offence seriously. And in turn, the man had insulted Luo's pride. He stared back at the man, his expression unyielding. Indeed, at least two of his three kills were flawed in some manner, his third however Luo gathered he knew little of the man so he very well could have held the ability to perform such an act.

"Your first kill, would have been halted by the four men which guard the first floor. As for your second, apart from the jounin who just left, you see before you three men very capable of shutting you down before a finger was laid on that boy. As for your third..." Luo leaned in closer, he was grinning now. It was menacing to those who knew him to see him grin, he didn't do it often and when he did, he revealed just how quickly the gears in his head were turning. "....I'd pray you were able to do it within the first strike. Because if that were not the case, you'd come to find out quickly just how true the rumors you've heard about me were."

His grin remained as he waited for a response, and he hoped for this man that it unlike his first one, it did not serve to insult the man who's village he wished to reside in.

LT was a man who spelled experience. From his various number of missions to his overwhemling years in service, and there were very few moments in his life that LT becomes fearful or afraid in any situation,often thanot he is just plain insulted or makes a judgement error or simple mistake. But to be afraid as a battle tested veteran and the ANBU Captain was an feeling LT was not used too as of late. The Jonin Commander tensed in readiness, not at the new comer and his threat of his ability to kill three people, but instead at the grin the spread over his mizukages face.

The Jonin readied himself, but he knew no action would come to follow, too many battle calculations ran through his head and a great majority if not all lead to this mans defeat. LT eased back on his feet with one hand twitching for his katana. 'I'd rather be making coffee right now than have some one go ape s**t in this office' he thought as tried to calm himself down from the insult in LT's security. Funny, that Luo didnt even mention the numbered ANBU who hid in stationed locations around the very office this new comer stood in. 'This boy has balls,' LT smirked under his Kakashi like ninja mask.

Zdura's eyes remain locked to Luo's for only a few more seconds after Luo's counter statement, and then he smiled, letting his own portion of the tension in the room dissipate. He could tell the others were still tense, if not quite worried, but he was no longer fearful of a sudden assault, and his point was made as far as the tense mood required. "I don't doubt in any way that any one of you in this room could give me a good run for my money." he stated, quickly disregarding the impression that he meant to insult their skill. "But your statement of a single finger on the young genin is appropriate, as that would be all I require." With that statement made, Zdura stood up to his full height once more, lifting his hands from the kage's desk. As observant as Luo was, there was no way he would miss the fact that there was a mark on his desk that had not been there before, and as experienced as he was, he would recognize the distinct etchings of an explosive seal.

Stepping back a good two feet from the desk, the man placed himself at a distance from his marking, enough to emphasize that he would not attempt to activate it. After all, he was here on business, not as an attack. "I could have placed duplicates of that seal anywhere I pleased on my way to this room, and made them impossible to recognize or even notice while I was at it. On the secretary when she came up to me, because she was in arms reach. On the genin, simply by placing my hand on his shoulder as I passed. I compliment you on your choice to not shake my hand, because if you had, I would have placed one there as well. The skill of my opponents does not matter, nor does the number of guards watching my actions. Had I wished to, I could have destroyed this entire building. I may not have left the village alive afterwards, but my point would be made."

Zdura smiled once more, visible through his mask as he raised his hands at his sides. "You ask why a man is qualified for a job, he must put his best foot forward. I have no desire to harm anyone in this building, but it does show my skill, no? Who would you be more likely to accept? A complete unknown who tells you what may be lies, or a perceived threat who proves his power?

At Zdura's first display of his ability, Luo's grin remained there. A seal master it seemed, one who possibly could give Tensai a run for his money when he was alive. He listed his initial methods, and Luo pondered how much he underestimated Luo, or if possibly he had forgotten something. Luo stated earlier the existence of men on the first floor of the building. Perhaps he didn't think his men were capable, but Luo gathered that a seal master's intention was not always as invisible as he thought. He continued to speak, and with each statement Luo pondered more and more of how the man reminded him of Tensai, a rather aristocratic brow-beating seal master who succumbed to congestive heart failure. Luo often mused on the theory that the man was so stubborn and proud, his own heart gave up any efforts to change his views on the world. He did admit though, the man had some good in him, something he'd witnessed only once himself.

In meeting this man, Luo wondered if all seal masters took their opponents for granted, however he let the thought slide figuring it best it be that way. There was no need to gloat, no need to comment on his speed. Luo gathered at his greatest, he could grab Kaizen and Masaki before jumping out of the window before he took any severe damage from the blast. Alternatively, he pondered if the man even needed hand seals to activate the seals he placed. If that were not the case, Luo admitted to himself Masaki might not have made it. If a seal was needed however, he gathered the distance between him and the man and his speed could result in the man's fingers being sliced. However, theory was never concrete and in the end it would have to be tested for Luo to see if he was right or wrong.

So instead of arguing against the man, he began to chuckle a bit. As he regained composure, Luo's answer came as he muttered, "As I said before, I pray your first strike is all that you need." Looking down, he fixed a few papers on his desk, thumbing through looking for a temporary residence document. Placing it on the desk facing the man, Luo leaned back to a comfortable position. "That document after filled out and approved is valid for a three month residency permit. Because it is temporary, you will not be allowed to own a home or land, but a temporary lease can be made at the Kiri apartments. Permanent residence is not granted until your file is proved to not match any from any bingo book in the great five, or any shinobi registration roster in the great five. If all investigations go well, you'll be able to apply for permanent residence in Kiri. I'm assuming before Oto's demise you were a jounin judging by your skill. What area of expertise did you have if any?"
