As Luo helped move the pipes into the holes carefully cut, the Doton users had finished mixing the concrete, waiting to use their control over earth element to spread the concrete around the building. As Luo checked the coolant system for leaks, he gave a thumbs up for the concrete mixers as they did what was previously stated. As the concrete surrounded the building, Luo helped by removing moisture from the concrete to allow it to dry quickly. As Luo saw the concrete change color and dry, he allowed the thousands of droplets dangling in mid-air like drops of gold to drop to the ground.

Most of the lower levels of the building were still intact inside, it was the upper levels that didn't even exist anymore. Luo plopped down onto the ground, but not before someone managed to find a chair to put under him. Sighing, he looked up at Fordon. He was still not up to his full condition. The days work tired him. "Fordon, find that man with all the paperwork so I can get started on it while the interior of the building is finished."

"yes my lord" Fordon said with a quick bow then picking up the robe he placed it next to his lords side.then he began to take off. he thought he would have to go all the way to the hospital yet the man was on his way here. however at the sight of Fordon he began to go in the other direction. "great..." Fordon muttered and sighed as he caught up to the man while doing a cartwheel. once he got infront of the guy he stoped on his feet "hey hey hey! wrong way! The Lord Mizukage-sama is ready to see you. right this way." Fordon finished gesturing toward Lord Luo reclining in a chair.

As the man nervously walked up to Luo and handed him the paperwork, he quickly signed the easier stuff, handing it back to him. "Great," Luo muttered to himself as he took the stack and read the first sheet of paper. The council wanted to meet with him. That was never a fun thing for whoever was in charge. He remembered sitting in on council meetings with his sensei when he was kage, and it usually involved him being barraged on all fronts. Signing the document to acknowledge he received it, he handed it back to the man. The man then quickly hurried off having done his job.

As Luo reviewed the papers and he saw Fordon coming back, he muttered while looking over papers, "Fordon, what is the death toll count for the village?"

"38 shinobi and 154 villagers. so its a total of 192 dead in all my lord. this is assuming that no one still in critical condition at the hospital dies." Fordon said honestly. a few of them were in pretty bad shape so the number might expand a little. Fordon knew that Luo-sama loved the village and its people but he hoped it would not let there deaths weigh on his mind,

Luo was silent. Usually when he heard bad news, annoying news, or generally anything at all, a sigh would escape his lips. But this time he made no sound, only stopping for a moment as his pen hovered mid-signature to digest the information before finishing the signing of a document. Writing a small note on the side, Luo held his hand out as an ANBU member appeared. "Advise my doctors to begin working on specifically shinobi in critical condition, beginning with med-nin. As for the rest of the doctors, tell them to cease attending to those in stable condition and help anyone in critical condition. Leave the stabilized patients in the hands of the head nurses. That is all." Nodding, the man faded out of view.

Luo's grip on the pen had tightened, growing even angrier at the news. "If I could have stopped the Gobi before he got into the village, this wouldn't have happened," Luo thought to himself. He noted in his head that there really wasn't much he could have done alone to stop the Gobi from coming into the village, but still, it was a frustrating notion to know that there were just under 200 people dead, and god knows how many critically wounded.

"Thank You Fordon," Luo said as he stood, an ANBU member motioning for Luo to come as they put the double doors on the building. The moon was beginning to rise, but the building was finished. Carrying his paperwork, Luo headed up to his office. Opening the door and sitting in front of his bamboo desk on the ground, he sighed opening the folder once more. It was going to take him all night to finish the paperwork.

Fordon followed his Lord and after Luo-sama had sat he continued. "i also have news that the Traning facility has been fully repaired and that work has already begun on the academy's reconstruction. in addition Lord Luo-sama..." Fordon took a breath "is there any way i could help you?" He asking hoping that he could in some way. but another thought crossed his mind. 'what about the demon in the lake? would it attack now too? we are vulnerable and im pretty sure that such a battle might have awakened it. but Lord Luo-sama wont let it get anywhere close to the village. this time we are kind of prepared. but would he have to seal the three tails also? Lord Luo-sama is in no shape to do it right now so how would we hold it off?' as all of these thoughts crossed his mind still the majority of his focus was still on his Lord.

Looking up from his paperwork and putting his head in his left hand, he yawned a bit. "I guess that is good news then." Thinking for a moment as he tapped his pen, Luo looked back up at Fordon after reading a note stuffed in the paperwork from his parents, detailing they were alright. "Just...stick around until I'm done with the paperwork, then you are free do go wherever you please, home perhaps. My parents have grown rather fond of you being around the compound. I think my mother misses cooking for me on a daily basis and as for my father, he just likes having someone around to listen to his old ANBU days stories. You look troubled though. What's on your mind?" Luo was troubled as well, he just knew how not to show it. Luo put his pen down and straightened up, giving Fordon his full attention.

"my lord its about the... monster in the lake. what will happen if it attacks now? we had a hard enough time hurting the Gobi and in the end the only way to stop it was you sealing it. if the beast turtle attacks now we wont have a chance. we are in no position to really fight it effectively and you my lord would most likely not survive the seal in your current state." As he spoke the word he could tell each one was processed and digested. Fordon was worried not about himself, and the village did not matter to him nearly as much as the man in front of him. he was fearing for his lord's life. Fordon knew that if it came down to it Lord Luo- would give his life for the village but... where would that leave Fordon?

"Ah," Luo said, allowing a moment to think. "Before the Gobi attacked, I had an ANBU team of doton users erect a thick wall of earth surrounding the lake. The Sanbi is a stationary demon, so he won't be going anywhere, although his ability to cause damaging waves is what troubles me. Not many people know this, but the reason all buildings in Kiri are cylindrical is because in the event of a flood, they will be able to survive and keep everyone safe. As for me, do not worry so much about what will happen to me in that event. If I could teach the sealing technique to someone else, I would, but it's a strict law that under no circumstances can anyone but a kage have knowledge of those jutsu. We'll cross that bridge when we get to it Fordon. Until then, enjoy being alive. You never know when that luxury may be snatched away from you. Anything else on your mind?"

"i understand my Lord and yes one more thing if i may. i swore an oath of loyalty but i did not swear it to this village... i swore it to you. i do not wish anything misfortunate to happen to you. i am willing to give anything including my life to ensure that. before i met you i was only becoming a ninja because that was the option in front of me. i lacked vision or purpose. i had no dream. however after i met you i gained a goal... i have my reason to exists now and i would rather die then give that up. what good does it do me to live for eternity if i have no reason to live" Fordon left out the part of how the Lord Kage had become like a brother to him. how the man seemed like the only one who understood Fordon and how he was the closest thing to family he ever had. Fordon did not say this because he was not sure how to say this. he was unable to express the feeling the closest thing the boy could relate it to was devotion to ones god.

"If I die, or possibly when I die, you live for your people." Luo stood, pointing outside of his window at his village. "Those men and women, those are your family as well, never forget that. Perhaps in my passing you will keep the name of 'The Pride of the Mist' alive. Even in death, make me proud to know that you uphold the morals I once upheld." Walking towards Fordon, Luo's right hand stretched out, ready for his usual pat on the head. However, his hand stopped as his other raised slowly. Maybe it was the events of days past, maybe it was the feeling of the familiar Fordon gave him, or maybe it was Fordon's ability to allow Luo to show true emotion. Whatever it was, possessed the young kage to hug Fordon. The last person he had hugged was his mother before he became kage. She was in fact the only person Luo could recall ever feeling willing to hug up until now. Letting go, Luo turned around, walking silently to his desk and picking up his pen. The next batch of work was the budget. It seemed this attack put Kiri further into debt than it was when he became kage. Furthermore, Luo planned on paying for the burial of everyone who died. Sighing, he opened a drawer, finding all his documents had been duplicated and placed in their original position. Reading his account balance, he closed the drawer, writing the full amount necessary to pay for everything on a check to the city. It was money he had earned from every mission he had ever completed, as well as from shinobi he had killed and taken their possessions. He had no use for the money since his family was as it stood fairly well off, so years of putting money in and interest accrued to an amount that could have payed for the burial of double the people who died. He then ran through the list of people who's bodies were missing, allowing a 24 hour grace period before he reported them dead. They would need to expand the graveyard on the mountain for this.

Fodon was fully expecting the at on the head but when he was hugged he was stunned. what was this? why was he being hugged? ever after the Mizukage had rereleased him Fordon did not move. he was in a state of disbelief. for a while nothing registered i his mind. then thoughts slowing came to him. 'could i really be the one to carry one the name "pride of the mist"? as master told me all of those years ago i could live forever so long as i keep taking new hearts. i could ensure that title never died. after Lord Luo-sama passes on i must live for the people? that was not just a statement but an order... thten that is what i will do. i will fight and put my life on the line till the Lord Mizukage dies then i willl serve the people and hope that one day i can gain the title as pride of the mist.' once those thoughts had passed he looked at the account information Luo-sama had pulled out "my lord i dont know if i ever told you but before i came to this village i served the feudal lord of this land. i can tell you that over the years he has acquired a bit of wealth. perhaps if we point out to him the benefits the village is to the nations military and economy he may be willing to give us some financial support." Fordon suggested hoping to keep the village and his kage out of debt

Luo nodded slowly to Fordon, knowing the man's name by heart. "That is actually partly what the council meeting will be about. My sensei left me with a staggering national debt, and they want to know how I'll take care of the budget especially now that we've had to use more resources to rebuild. Every well off family has already signed a yearly contract to donate a certain amount depending on their income and assets so the Feudal lord in question, has already been assigned to this task. Other than that, we are actually going to be well off. The mission I sent you on when I first became kage confirmed the mineral deposits were in fact still in tact in the country-side. Those resources will help stabilize the economy, not to mention I have the list of every wealthy family involved in the scheme. They'll be forced to either donate double what they were originally ordered to, or all their assets will be seized and they will be jailed for treason and resource laundering against Kirigakure. I'm sure they'll make the correct decision, especially the feudal lord himself." Luo smiled a bit. There was at least one problem he had solved before this catastrophe, and Fordon had helped him do it.

"I understand completely my Lord." then walking over to the desk he helped by straightening out some of the papers into piles. he began to organize some of the paperwork so that it could be dealt with by the Lord Mizukage in a more efficient and practical manner. after completing that he took what had already been finished and handed it out the door to a office worker who was waiting for it.

Continuing to go through papers, Luo sighed to himself as he finished working the budget for the buildings being rebuilt as well as the new addition to the graveyard. He then wrote a formal letter to all the families involved in the mining scheme and put it in the pile of documents to be mailed. Yawning as he reached the final paper, he signed. It was then time to write his formal report on the events of that day. As he finished, he stood leaving the report to be sent out in the morning. "If I were in a better condition, I'd just stay here, but I need to go home," Luo muttered to no one in particular as he hung his robe on a coat rack. Opening the door, Luo looked back at Fordon. "The door from the meditation garden is unlocked so if you aren't going to come in through the main courtyard with me, go through that door so you don't disturb anyone. I'm going to get some rest. Shut the door behind you okay?" Walking out with the completed work, he handed it to his secretary, sighing that she was in fact still alive. He didn't necessary want her to die so much as wish she were at home recovering so he didn't have to hear her shrill voice in the morning. Leaving the tower, Luo went home.
