Yes. Yes he is.
252 cm. Most of it are limbs though. Like, a good more than 60% go into the length of the legs, and the arms are also long.

He weighs like 65kg, is 5'9-5'11 give or take.
I expect average or something?

Length of the arms would be a little more than 50% of body height. Also a disproportioned length, but his shoulders arent wide since he's gaunt like hell.

@Vahn: Arm span is ideally as wide as you are tall. So unless he has longer/shorter arms the span would be 69"-71" Oh. By ideally I mean vitruvian
