For future reference, one person cannot break a LM agreement by themselves without staff's go-ahead. At present time, Uta usually takes care of such things.
I know that in this case, Were was just under another UN, but in the future, if you choose to break an agreement with a missing party, you would have to discuss it with Uta first (a "I tried contacting them [number] amount of times but haven't received a response; also, the site says they haven't signed in since [date]" will usually suffice). This applies not just to missing people, but in any scenario where you cannot gain the consent of all parties, including co-owners. (Technically, the rules state that "if all owners do not consent to the lifemating, it will not go through, regardless of the arguments presented [unless the owner is inactive]. This is the risk you take by lifemating a soquili." However, if you feel the situation is extreme enough, then you're free to state your case.)
