Yeah. Probably because she has a little bit of everything. She's wild, loud, destructive, and at the same time she's a normal 15 year old girl. I think she's nicely developed. er..as a character that is.

She's fifteen when the series begins and probably about 17 when Try ends at the most.
There's a theory that her intense magical capacity and frequent use of the Dragon Slave sort of goes through a lot of her excess energy, so her body can't really focus on building curves if its energy is constantly going into her magic, which would explain her excessive eating and flat figure.
Yes, fear my run on sentences that I'm too lazy to fix. XD

Well, it's a theory, not cannon. I'd say one of the major things the creator (whose name I don't feel like looking up)intended for Lina was for her to be an antiheroine, especially on anime terms. She's loud, abrasive, she can be obnoxious. She's short-tempered and she doesn't have an hourglass figure. She is also doing the "heroic" deeds for her own benefit and not so much for the greater good.
Compare her to just about any other anime and manga heroine of the time (think sailor moon). I'd say that was a pretty good idea of him. =P
