It seemed smarter to use recycled materials to build new apartments for the refugees until they could afford to rebuild their own houses again. In honesty, what Luo really wished was to have the funding to simply rebuild everyone's homes, but he didn't. Furthermore, the council seemed to frown upon Luo using his shinobi's skills in ninjutsu to accomplish such tasks for free, disrupting the economy to an extent. Luo saw it as reasonable seeing as how his sensei left him with a rather sizeable national debt. He couldn't possibly drive the economy down by offering free labor, however he could pay the shinobi out of his own pocket in order to both save himself the trouble of building temporary apartments, and give the genin something to do.
Drafting his own counter-proposal, Luo heard a knock on the door followed by a young female voice. He gathered it was an academy student coming in for their exam, and luckily for them Luo had stopped at a good place in his proposal. "Come in," he spoke in his normal muttering tone, somehow always capable of being heard. He didn't mean to sound as if he were bored half the time, but his head was filled with different thoughts flowing in and out at different intervals. He was simply lost in thought most of the time, divulging as much attention as possible to whomever he spoke with, and most of the time they gained more than enough of it. It was only when the man was in battle that his head became clear. For Luo, battle was calming in a sense, giving him peace of mind. It was this and meditation that kept the intelligent man steady and far from aloof.

Sparrow opened the door and walked in, closing the door behind her. She took in the view slowly along with a deep breath. Remembering what LT-sensei taught her, which was the basic knowledge for all ninja is respect. She bowed low on one knee, "Mizukage-sama, I am Sparrow Yamanaka" she stated clearly, though her face showed little to no emotions, her heart was facing and she could feel her face burning. She wish she had someone she knew there to at least keep her company just by simply watching, but performing this test alone was heart wrecking, even if she had her academy teacher there it would help her calm down. Especially in front of the Mizukage who could see every single one of her flaws. She waited silently for the orders of her Kage because she honestly didn't know what to do next.

Luo Ushio Pride Of The Mist テキスト翻訳 Suiton| Ina Hassei Ryouken No Jutsu l Fire l Mizukage l Wind l Shark Summoner As Sparrow walked in and looked around for a moment, he found it surprising that she went to the lengths of kneeling as the ANBU were known to do, no doubt Tares' hand being somewhere in this. Although Luo did admit to himself that politeness was key, he also still felt odd about the kneeling thing. He hadn't been the kage for more than two years, and he was the youngest one to date. Pulling the last file from the pile to his left, Luo found it to of course be hers; seeing as how there were no students in the academy with last names beyond 'W.'
Opening the file and staring at it for a moment he muttered, "You can stand Sparrow." As his eyes scanned the papers, he pondered her clan and its capabilities. He'd ran into only one Yamanaka in his career, and he found it to be an absolute hassle to fight someone with that sort of ability. There weren't many clans that had the mental fortitude to challenge an Ushio, but they were certainly one of them. But like all abilities, the girl Luo fought had flaws with hers and he figured them out rapidly. Not only that, but she had attempted the Mind Body Change technique a second time on him, something that was her downfall. Able to force her out of his mind, her spirit was unable to reach her body before Luo did. He often wondered what became of wandering spirits such as those.
Closing the file at last, Luo smiled a bit as his hair swayed while his eyes met with hers. "Good morning, my name is Luo Ushio and it is a pleasure to meet you. Kirigakure in earnest has not had a Yamanaka of residence for quite some time, so you'll find yourself to be quite an rarity to most here. I'm assuming you are here for your exam, so unless you have any questions, we shall proceed to the exam hall." Standing up and carrying the stack of files with him, Luo began to walk as he was willing to answer any question on the way down there. Reaching the door and opening it, there was a table and three seats in the hall, a chalkboard on the other side of the table, a stool, and a glass of water. Sitting in the middle seat, he motioned towards the stool, indicating that she was to take her place behind it.

Sparrow didn't think that the Mizukage was as young as he actually was, but his presence was almost an aura of leadership and intelligence and balanced out his actual age. When told to, she stood and awaited for more instructions but found that the kage been to speak... To Her! OF all people he could talk to! The Mizukage spoke to her, and shared some of his past and wisdom with her. Sparrow didn't know whether to pass out or leap with joy. "Mizukage Luo Ushio," She whispered his name in repeat as she committed his name to memory. She was shaking ever so slightly from nervousness or anxiety, she couldn't tell which, but as much of an honor it was for her to be here she couldn't wait for her exam to be over, pass or fail. She blushed fully when he mentioned that she was rare to Kiri. "Yes Mizukage-sama, I am here for my exam." She followed him trying to make sure to keep a half step behind him until they made for the exam room with a stool that held a glass of water on it, while the only other furniture in the room was one table with 3 seats, only one she figured would be used. She stood my the stool as indicated by the kage before she finally had a question she mustered to ask him, "Mizukage Luo? I haven't decided on whether I wanted to become either a Mist swordsman, or a Hunter-nin? And my parents are not very... adept in my clan's jutsu, but I believe you are more familiar with my clans techniques than they are. My question being Sir, what path would you recommend for me to take, the Hunter-nin or Swordsman?"

He wondered where Tares was, knowing full well that it wasn't in the man's best interest to be late. If Luo hadn't known him since the moment he was placed in a squad, he'd probably go get him himself. Thinking on the girl's question, it was something that was posed to him rarely as usually most families had a tradition of picking one or the other. Not only that, but most Kiri-students had found one path to be more tailored to them than the other.
"Well, it really depends on you Sparrow. The front line of battle, or the shadows? Head on confrontation, or the silent kill? While Kiri specializes in weapon styles, there are plenty of taijutsu styles in this world that may interest you more than anything we have here, and I certainly implore you to seek them out thoroughly. But, it is always handy to know your way around a blade, large or small. Even if you didn't wish to fully dedicate yourself to the mist standard style, a blade is a most formidable weapon. The path of a hunter-nin is difficult for most. It takes a certain kind of heart and emotional training to seek out and kill those of your own village, including friends and villagers you may personally know. It's a profession not meant for many, and that includes myself. I could say without a doubt that if I were to have become a hunter-nin, I'd most likely not be sitting in front of you right now, nor would I bear the name 'Pride of the Mist.' Hunter-nin take pride in completing a task without recognition, praise, or admiration at times. And for most shinobi, it is those very things that make the job that much more worth doing. Anything else?"

A light mist seeped throught floor boards and curled around the chair to the left of the Mizukage at his exam table. To Luo, it would be his right hand chair, reserved for his old time squad mate and his Jounin Commander. The mist forms into that of LT and he appeared slowly as not to disturb anyone already in the room, LT knew it was one of Luo's pet peeves were for him to repeat himself and for LT or any particular shinobi of his to be late. "Please forgive my tardiness Luo, we've quite a few more academy members than we did last year. I'm still not done training them all, but they should be competent enough to pass the genin exam." LT noticed that it was the young Yamanaka girl who was about to take her exam, he gave a curt short nod to the girl before placing the files from the academy on the desk. He then neatly slid them over to Luo, not to disturb him though, but then LT produced the squad placement forms and placed them before him as well. He knew Luo didn't care too much for paper work, in fact he probably hated it. But Tares knew Luo's intelligence was so vast he could be thinking of more than a dozen different strategies at any given second and could carry out hundreds of multiple tasks at any given millisecond. Sparrow shook her head, "No Sir, I believe you have helped my decision greatly. I think I will follow in your footsteps of a swordsman with your permission Sir." When LT-sensei entered through a means she didn't know how, she bow her head at acknowledgment of his entrance and presence. Other wise she had one more question but she felt it could wait for another time, but it was so pressing to her that she asked anyway, "Sir, as you mentioned before, there were no current Yamanaka in this village other than myself, then how will I ever be able to learn my clan's jutsu?" She waited patiently for either her orders for the test or the advice of her kage, perhaps both.

Masaki walked up the the Mizukage's door and peeked inside the room. Just as he realized it was empty, a rather loud voice from behind shouted. "noone's there!" Masaki turned around and saw an old lady smiling at him. "You're lucky you know, you just missed the most annoying receptionist this village has ever known." she said cheerfully. What a strange woman... "Well I bet your here for the exams then? Just go right down that way and youll find your way soon enough. Wait outside though, they'll come out and get you when they are ready." Masaki nodded quietly, that woman was so pleasant it was unsettling. Masaki turned in the direction she had pointed and watched for anything that would suggest he was at the right place. Eventually, he came across a sign indicating the exam room and a couple chairs along the hallway. That must be it then? Masaki sat in the first chair and waited. He hated waiting. ((Didn't want to chance butchering her personality so I cheated, and just "missed" the receptionist))

Pulling the file closer with his fingertips atop the manila folder, he opened it and looked. It was the one thing Luo detested doing the most: Squad placement. Because of the way Luo was, he couldn't just throw people into squads and hope they worked. No, his mind thought of everything. Tension between squad mates, friendships, emotional balance between the trio, elemental affinities, weapon style proficiencies, bloodline abilities, clans, and chosen professions. In short, a task that was usually easy for most kages was grueling for Luo and mainly time consuming. Closing the folder, he decided to act on it later as he nodded simply in order to let his friend know he understood what was needed.
As he listened to Sparrow seemingly accidentally blurt out a question she had been harboring, Luo pondered on it for a moment. "Well I'll tell you what. I have some Yamanaka scrolls hidden away somewhere in the village from a long time ago. Impress me enough with your exam and I'll personally help you learn from them. The techniques don't seem too difficult to understand from what I've seen, and most of the technicalities your clan's ability deals with are one and the same with my clan." It was true, the Yamanaka clan was mentally ahead of their peers as an Ushio clan member would be as well. Their ability relied on the mind in whole and Luo had himself witnessed the techniques used and had a chance to analyze them. What Luo hadn't said however, was that the reason he had the scrolls in the first place was because of the Yamanaka he thought of only moments ago.
"Well Sparrow first and foremost, why do you want to become a shinobi? It isn't an easy profession, and I'm sure a pretty girl like yourself has a life ahead that could hold more possibilities and paths than this one." It was true, the Yamanaka had a tendency to all have a classical look that most grew jealous of, the reason for countless squabbles among themselves and others. It seemed some of them valued beauty more than anything else, and it was this vanity that got them into horrid situations. And the young girl was no different from anyone of her clan, and he was sure the boys in the academy had taken some sort of notice. He just hoped they payed attention to the teachings instead of her face.

Sparrow blushed wildly as the Mizukage offered to train her personally in her clans jutsu. She would rise to the Mizukage's challenge and impress him with her performance of an exam. "Why do I want to become a shinobi? Well it is true that I have had a herd of offers to become a model with various photographers and companies, but I figured to myself that by being a model I wouldn't make the impact that I wanted on this world. I wanted to make a difference in the world, well at least in my home. I wanted to be strong and able to take care of myself, I was tired of... my looks getting in the way of me making some real friends for once. Beauty has a way of making some people lonely. And I don't want to be alone anymore, I want to have friends to live and fight for. I want a place that will accept me for who I am and not for the way I look." Spar bowed her head as she realized she possibly said too much, as she just spilled open her heart to the strongest shinobi in her land and her teacher. Her face flushed and she wanted to cry from her embarrassment, but choked back her tears and too a deep breath. Deep down she wanted her answer to impress Luo and LT-sensei, but she knew that they most likely have heard a thousand sob stories just like her's. She hoped her answer was deep enough and that it was correct for their judgment.

There were no students outside. No matter, he was told his teacher was here, and thats who he needed to speak to. He silently walked into the building and stopped at the desk. "Is LT-sensei here?" He asked the lady behind the desk. "That, I am not sure of. Full blown shinobi rarely use the front door to get to the Mizukage" she said plainly. Damien thought about this a second before starting to walk again. "The Mizukage should be in the exam room that way" The woman said hurriedly as she pointed. He followed the direction she indicated and found the door several seconds later. He knocked. (( )) chakra: 21/21

Walking slowly towards the tower of the Mizukage, Kaizen ignored the whispered mutters of the villagers as he passed, his stark white eyes staring straight ahead. He had grown used to the whispers, he had heard them for more than two years now, though they had only grown worse after the chunnin exams, after he had lost control. The memories of that fight were still blurry, only half remembered images of a great white eye and then... darkness. Walking past a group of gossiping women, Kaizen simply let his cold, stark-white eyes pass over them for a moment before looking forward once more. Whether their immediate silence was a good or bad thing was still unclear.
Walking through the entrance to the Mizukage tower, Kaizen didn't waste time speaking with the Mizukage's secretary, ignoring her screeching as he walked up the stairs to the Mizukage's office. Stopping at the top of the stairs momentarily, Kaizen inclined his head towards the man standing their, Downer if he remembered correctly, before stepping forward to rap on the door himself. In all likelihood the act of knocking was unnecessary, but he was aware of the Mizukage's uncanny ability to tell who was at the door, and at the very least the Mizukage would be aware of more than one person waiting outside his door."I live to fulfill the dreams of those that came before me"

"We are the culmination of every choice we have ever made..."After waiting several minutes for a response, Kaizen cracked the door open and peered inside, only to find an empty room. Sighing, Kaizen opened the door the rest of the way and walked in, each thud of his feet as they touched the floor seeming so very out of place in the quiet that pervaded the room. Walking around the room, Kaizen admired the oil paintings which hung on the wall, most depicting vistas of the surrounding country-side. Continuing his circuit around the room, Kai stopped in front of the large window behind the Mizukage's desk, warm sunlight pouring through to caress Kaizen's skin.
Looking out at Kirigakure, his village, his home, Kaizen couldn't help but wonder how so much had changed. He could still remember his first time here, his first day of training under LT-sensei. Life had seemed so much simpler then, it had all seemed like little more than a game. There really is no going back... Taking a deep breath, Kaizen closed his eyes and simply let the warmth of the sun soak into his skin."... but sometimes, the right choice isn't always clear."
