Eto...actually he does have a few teeth behind the row in front. Its not a complete second row...but there are a few. I saw it in my "Withers and Withers" DVD. ^^;;

Yeah, I was watching my It Withers and Wither's DVD today and actualyl saw that xD. It looks like because his teeth are so crowded, some of them got pushed somwhat back or w/e .
