at 100, it's speed doesn't break 300...
and it's top speed is 394

Tell me about it Zeph... My Jolteon is all ******** up too...it's top speed is 394, and at 100 his speed is only 295
I got screwed over when it came to the speed IV distribution...their attack stats are epic, but...they're not fast enough to get a hit in >,<

Topher89 How did you end up with such a crappy speed stat? Bad nature and IVs? It's the IVs. I got ******** over royally. They have attacking natures that don't lower speed, either Adamant or Modest. And they're EV trained in speed. It all comes down to the IV's.

I haven't paid that much attention to IVs. I thought all you needed to do is get the right nature and EV train it, but nooooooo. There's lots more to do.
The only thing I've done is give one of the bracers to one of the parents (for breeding).
