No, Kaldor Draigo does not have special equipment nor special rules that would allow him and his unit to deep strike on turn one.
Hmm, after a bit of googling, looks like it's not Draigo, it's Grand Master Mordrak. My mistake.

Ah, that would explain a think or two then. 3nodding Forget my previously mentioned statement. ^^"
Anycase, Mordrak doesn´t have to scatter into a terrain to suffer DSM, he just has to end up into one. Maybe placing a unit that he would consider dangerous to his army into a spot where he would either have to ignore it or take a risk with a DSM.

Shows how much I know about Grey Knights. xp
I have a few counter-units in mind to disrupt this tactic if he runs it again.
Giant-slayer Command Squad Company Command Squad with 4 plasma guns and a plasma pistol, loaded into a Chimera, optimized to go after a Dreadknight. All five can fire from the top hatch of the Chimera, and the command squad can give itself the "Bring It Down!" order to count its weapons as twin-linked, significantly decreasing the risk of Gets Hot!
Counter-charge Eldar Allies 5 Wraithguard armed with D-scythes (S4 AP2 Templates), loaded into a Wave Serpent and held in reserve. They'll come on the board wherever his Terminators deep strike and attempt to hit them hard with the templates while they're still clustered. The Wave Serpent itself will sport twin-linked Starcannons (S6 AP2 Heavy 2) for further killing, and an Autarch on Jetbike with Fusion gun will be escorted by 3 Jetbikes for survivability, but more importantly will let me mod my reserve rolls +1 or -1 to ensure they all come in at the right time to counter-charge.
Rolling Thunder Two Demolishers and an Executioner, all throwing high-strength AP2 blast templates while sporting heavy enough armor to avoid or at least delay damage. I have enough Heavy Support slots to run them as separate units so they can't be targeted as a group, putting them at risk.

Seems like a good choice of units to chooses. 3nodding
Aww man, good luck. I haven't really played a real match for some time now.
Victory!!!
He used a very different list, with two teleporter-Marine squads, a Psycannon squad, a Marine squad with Inquisitor Karamazov, a Stormraven with a large Death Cult assassin squad and attached Inquisitor, a Vindicare assassin, and a Terminator squad.
The Eldar counter-charge worked perfectly, dropped the Wraithguard after his Terminators deep-struck, and hit them all while they were still clustered: wiped out in one volley; the Wave Serpent proceeded to shoot down the Stormraven on the following turn when it went Hover. At the start of Turn 4, only a handful of Death Cult assassins remained and he conceded the match.
My armor took a lot of hits, both penetrating and glancing, and I had 3 immobilized vehicles by the end of the game. My Executioner actually immobilized itself on the edge of a crater on Turn 1, but still managed to kill off the Psycannon squad before they could get their shots off. The Demolishers were a little restrained by range, but did very good at dominating their side of the table, bagging Inquisitor Gesundheit by the end.
Very good game!

I am not a fan of the Vindacare assassin right now... That armor-penetrating round wiped out about 500pts of tanks last game, I was really sad. 4d6 armor penetration? OUCH.
