You make a good point. If I remember correctly though, I believe Sai used his own blood to mix his ink. I can't remember exactly though. This may require further insight, but please don't worry about it for now.

Hinote Tosatsu duckmasta xXZetsubou-KaesuXx duckmasta Since shinobi skills Learning bonuses never stack, would someone with the shinobi types: Offensive and Tactical Ninja, have a -4, -3, or +1 posts to learning jutsu? Ok, Kuro kinda got it right, but here it is. You would take the largest bonus ( -4 in this case ) and you would use that. Ok so the negative side effect of learning a jutsu post increase of Offensive would be completely negated by Tactical ninja's decrease and you would take the full bonus? No. Ignore both of them, because they didn't understand the question. Take the Tactical -4, and then subtract the Offensive deficit from that. I'm not sure what it is right now, so I can't tell you the exact number. Just lower your learning bonus by whatever Offensive would normally cut you. If it's a +2, your learning bonus is -2. If it's +1, you get -3. No Hinote I understood the question... He is saying if these are what I get from shinobi skills which do I use? Simple as that, and I gave the correct answer... THEY DO NOT STACK this includes negatives and positives. If those were the Results of his shinobi skills, Then by the rules he would take the Largest which is -4.

@ Gaara You also have to take into account Sai is an artificial human. He was created, so that bloodline might be a Created bloodline, and he might be the only one with the corresponding chakra to use such a technique. There could possibly be some immitations, but never anything that could hope to equal his summoning: super beasts. ( I.e. Bird, super beast ( The chinese dragons ) )
In essence, it would be a bloodline because only specific people would be able to use it, and the chakra needed to use it would be very rare. so it would be like the Sharingan. the Uchiha clan was vast, and only about 1/3 of them had it. Sharingan was rare, even to uchihas.

Don't try me Zetsu. You are wrong. By what you are saying, someone could take a type that gives a massive learning penalty, and counter that just by taking Tactical. This is WRONG.
Learning bonuses do not stack. Learning penalties on the other hand, will take away from whatever bonus you have.
I would appreciate it if you would stop trying to second guess people by the way. I doubt Lance really liked having you tell him his answer was wrong. This is in fact his guild, and follows his rules. If a question has already been answered by a mod, you do not cut in and try to answer it yourself. If the person asking the question does not understand the answer given, and you think you can explain it better, then you can cut in. But you do not give them a different answer than what the mods have already given them. Understood?

You better leave Gre- I mean Hinote alone. But anyway, so if I were outside the village in the wilderness training, I'd only have a -2 bonus, correct?
Or another example, If my BL says + four to learn jutsu, and I took tactical, I would learn it with regular restrictions right>
One more thing since your online now... If you take elemental control, Wind Sage BL, and your element is wind, would the bonuses to the rank of your jutsu stack?

I'm not sure what you mean with that first question.
The second one, I believe you would learn jutsu normally.
And on the third... No. The bonuses most likely would not stack. A second copy of the same bonus, you will always take the larger bonus. Same with penalties. If you have two identical penalties, you take the larger one. If you have both a bonus and a penalty, you put them together and take whatever is left behind.

You obtained peoples trust by answering their quwestions, and now you wish to stop anyone else from doing the same. Show me where in the rules it says that Learning penalties stack. Just show me that and I will believe you. And me second guessing people? I answered the question, you said I was wrong, and then You second guessed me. Like I said before, I had already answered his question according to how he worded it. So again you are the one who cut in, Please follow your own ordinances, not just walk around them and make others follow them.

Yes, Seeing as while training outside of a vilage, gives you a +2 learning post count, with tactical you would be reduced to a -2 post count.

I am trying to stop you from answering questions wrong. So far, anything I have stepped in on, you answered wrong. What is better, me saying "Oh, Zetsu already answered that. Oh well, I guess I'll let him go break the rules, cause Zetsu is the supreme authority." or me cutting in and answering the question correctly? It is my job to cut in when I see someone doing or saying something wrong. And once more. You do not outrank the mods. If they have already answered a question, or they say you were wrong on a question, you just step aside. If you think they were wrong, PM another mod to look at it. This is over. You were wrong. I fixed the problem. Leave it at that.

Also, where in the rules, Like I said earlier does it say that bonuses and penalties stack?
