Well, my data shows him appearing in the Bistro moments after I dragged you to my bike after that fight. It could mean he was watching us.

He was quiet for awhile and I had a lead on someone I'm tracking. So I had to leave. He just nodded his head at me while I walked by.

I couldn't find his location until he entered the Bistro.
