We've already settled that, If via the time gap.
Seadra is the final Evolution in the Horsea tree, In Kanto.
In Johto it is Kingdra, Your allowed to use Seadra in Kanto because it's the final evolution in it's region.
The Frozen flame of Johto!  Now to really make you think...what about the issue with Elekid, Electabuzz, and Electavire? since you weren't able to obtain Elekid until Johto

I personally was thinking of banning Baby pokemon altogether =/ I'm still pitching it to masaru.
The Simple answer: Baby pokemon don't have the stats to be used competitively and if they can, it will be a FEAR Rat scenario

If you lost the first round, Jerz, you'll be entered into a second bracket, and the over all winner of that bracket determines the third place winner of the tournament.
The loser of the final match in the main bracket is second place, and the winner, is first.
That's how a double elimination works...Most of my high school wrestling tournaments were like that ^_^

No Hoshi, as Those were introduced into the game via the Sinnoh Dex, they are under Sinnoh. We have the lists prepared, we're separating them into special tiers for the tournament.

I was too confused by the EV training method, and decided to just level them up. Then that reminder was sent out last night, and I went "OH s**t my teams not quite ready yet!" xd ...Every battle a test of what you have learned."

lol. Yeah, the Ev training method for Little Cup is funky...
Most points I put into a stat was 236...
so pokemon needed as little as 188 for their max HP at level 5...it's funky

Yea I noticed that as well, it got rather annoying but at the same time useful because you can try more EV spread combos
