Out of curiosity, does the constitution modifier apply to a character's hp every level or is it a one time thing?

Thank you for helping me on the deity thing. I have another question, is it possible for a wizzy to cast a spell directly form his spell book? Like cantrips and what not?

This may seem odd for the person using the feat, but can someone help me confirm the exsistance of the feat known as Etch Rune.
Etch Rune (not Etch Object Rune) [Item Creation] Imbues an item with a single-use spell that anyone can activate. The rune activates when the owner of the object waves their hand over it as a free action. Personal benfit spell such as False Life benifits the person carrying the object with the rune. Spell that target enemies or spread out such as Burning Hands or Magic Missile, discharge in the direction where the rune is facing with the rune being the point of origin. Area affect that have a fixed radius such as Fireball, are centered on the rune. Finally, any material component or any focus is not included with the creation of the rune and must be provided prior to rune activation.
