I think I can answer your question.
Deidara's Exploding Clay was a Secret Kinjutsu that was held secret in Iwagakure. In this guild, the proper Explosion Release goes with Gari's jutsu. However, if you could think about a background that backed this up, it could be valid.
Has Kagerou Setsuna has been put into the Graveyard, so if you'd like. You can have it.

I see, that's awesome!
I kind of planned for worst case scenario, though, and ended up making my character an uchiha sweatdrop sorry that all the trouble i caused was for nothing. I appreciate the help, nonetheless!

About the random mutation (Being born with the Rinnegan Eyes)?? What's up with that? How exactly does it work? Is it by chance or something? Roll A Die (Random Number/IDK)?? I like the idea but don't understand the circumstances.

It's an application. You just apply for it but there can only be one natural rinnengan user in the guild and I do believe the spot is taken.

How do NPCs work? are they controlled by crew or can I make up one. for example, my character is trying to learn the mystic palm technique, and he is learning it from a medical nin(the npc) in the suna hospital. EDIT: I'm sorry, I need this information, This is my first training post and I am putting a lot of thought in it

Sorry for the long wait, it was most likely because you made a mistake with the quote coding.
Anyway, NPC's or Non-Playable Characters are usually used as Story Enhancing, Story Developing and in this guild we use them for missions.
See how Roxas was being the Pirate in Kiri? That isn't his RPC but instead a Mission Opponent.
NPC's are mainly controlled by mods so there aren't empty spaces.
Well, for the actual mystical palm technique learning, it would be preferable if you learn it from an RPC, and only rely on NPC's if that isn't possible. I'm sure brooystart would love to help you.

Though, I've just updated it, and it's full.
