I'm only worrying about rank because I want every possible chance for my Genjutsu's to land is all >.< and if you need help please let me know, I would love to help craft a Genjutsu system, so do the numbers suit you? If so I'll edit my original post to put in the chart.

Harky: Ash Spray: 15 meters too large, somsething like fifteen feet would be more appropriate... Burning Ash: Approved! Smokers Lung: Approved. Ash Bullet: Approved! Remember that these jutsu must be learned. This goes for everybody.

That's a little low. That's about a 3 meter radius, but a bit bigger. Not quite 4 meters. I think 5 meters (nearly 20ft.) is a good compromise. This is meant to be a big attack that does low, real damage.

Well once you learn it you can just place it in your Genjutsu List and mark it as Signature. Harky: I'll accept five meters. Once you edit it, I can approve it.

Jutsu Type: Genjutsu-Signature
Jutsu Rank: C
Jutsu Description: The perception of pain is one of the most useful tools in a Genjutsu User's arsenal. Knowing this, Takasugi tried to devise the most painful Genjutsu ever in the history of the Shinobi World. What he managed to create is indeed one of the most powerful and frightening tools in his arsenal.
The Jutsu is cast by Takasugi holding a handsign, casting his eyes on the intended target and invoke the name of the Jutsu, Sectumsempra. The victim need only to hear the incantation for the Jutsu to take effect, thus Takasugi will normally shout the incantation for the best chance of the target hearing him. Once the victim is caught in the Jutsu, they are assailed by an intense wave of pain as it looks and feels like their chest is being slashed by an invisible sword. Large, bleeding gashes appear on their chest as the pain from the slashes it almost unbearable. The effect of this Jutsu is two-fold. First, the victim takes B ranked stamina drain for up to three post. Second it that the injuries appear so real, that they may take time to try and patch up their wounds, however any attempts at medical treatment will fail as of course the wounds do not actually exist. Takasugi has designed this Genjutsu so well that only another Genjutsu specialist will be able to tell it is an illusion should the victim be alone. However, because the wounds only appear to the victim themselves, as such it is possible for an ally of the victim to snap them out of it by disrupting the victims chakra flow.
((I made it B-ranked in Stamina Drain because of the fact that Takasugi is a Genjutsu specialist and therefore the stamina drain is increase by 1.5 ranks, I believe that is how it works))

Also there is no need to put the B-rank cost in the description just because you are a Genjutsu-specialists. It is an assumed addition to the strength of the Genjutsu. Also is the stamina drain taking effect every post for the full duration of the technique? If that is the case, I cannot allow that for a C-rank technique(or really any genjutsu). Also a C-rank Genjutsu is nowhere strong enough to the point that only a Genjutsu Specialist could escape it. The Crew is in the midst developing a system for Genjutsu, so I'd like to ask if you could hold off on special Genjutsu you would like to submit because you may have to edit them if they conflict with the system. I will still work with you to approve this jutsu however!

For the first part yes, line of sight and the hearing of the incantation in a must
So your saying B-ranked Stamina drain for 3 post is too much? What would be acceptable then?
Also, what would be a reasonable way for them to determine if they can break out of the Genjutsu then? The point of the Jutsu is they are suppose to be in so much pain that they can barely think.

Well if it the drain is taking place every post for three posts, that is effectively 3 B-rank Genjutsu for the price of a C-rank...You could easily finish off a Genin and maybe even a Chuunin by using this technique.
For a C-rank technique, putting someone in that much pain for three posts sounds like you want to have them completely immobilized. Our system will hopefully be ready by this weekend and it should solve the escaping Genjutsu problem.

From what I read up on Genjutsu though, a person takes stamina drain every turn until they Kai out of it, the example was he was caught in a genjutsu, but then Kai's out his first post, so he only takes one post of drain..I thought I was doing everyone a favor by giving it a cap but most people will try to find a way to Kai out of it the first post anyhow... atleast that is what I read.....If I were to drop it to C-rank drain would that be acceptable?
edit: And yes, seeing as how Takasugi had nothing but Genjutsu going for him..he kinda has to immobilize and weaken his opponents, otherwise he's a dead man >.<

Jutsu Type: Genjutsu/Private/Bloodline (Ranmaru Kekkai Genkai)
Jutsu Rank: D - S Rank
Jutsu Description: This jutsu is a special ability designed by Hyouzou Law, and it can be said to be his signature jutsu. As the name suggests, Hyouzou uses genjutsu to "charm" the opponent, causing him to exert a subconscious influence over them. While this is not that helpful in battle, espionage is proved easier with this ability. To be able to do this, Hyouzou must have his Ranmaru kekkai genkai eyes active, and eye contact must be made. From here, Hyouzou needs just to say something, and the subtle influence is activated. The ability lasts as long as Hyouzou has his eyes active, though in order for the effect to take place, eye contact must be made. No hand seals are required.
The influence is dissipated once Hyouzou's eyes are de-activated, or once he wills it. Those with special chakra sensing abilities (sharingan/byakugan/etc) are able to detect the jutsu and become immune to it. Sensors of equal rank are able to detect that a jutsu is being used, but cannot trace it back to Hyouzou. Sensors of a higher rank are able to detect it, and therefore block the influence.
When used on a person 2 ranks or lower: the victim has to follow everything Hyouzou says, as long as it is not too drastic (telling the victim to leave is acceptable, but telling him/her to kill him/herself is not) A fellow shinobi has to kai the victim out of the jutsu
When used on a person 1 rank lower: the victim is persuaded drastically, so much that it will seem as if a trusted person is talking to him/her (a kage, a family member, a sensei) as such, it is fairly hard to block it (who would deny a statement said by their own mother?) victim can kai out of it.
When used on a person of equal rank: the user will have the same effect as if he has the Sexy Attribute. victim can kai out of it.
When used on a person 1 rank higher: The user's influence will dwindle, but still have some effect. The victim will feel as if they are talking to a fellow village shinobi. Since shinobi have no need to lie to their fellow brethren, they will most likely tell the truth/follow orders as long as they make sense (asking them to reveal all of their jutsus probably won't work, but asking them to explain a certain one probably will). However, if a person has the Cunning or Strong Willed attribute, the effect will not work. victim can kai out of it.
When used on a person 2 ranks or higher: effect does not work.
This ability is something Hyouzou has spent years on, and as such, it is his ace in the whole. His ability to cause a subtle influence over sentient beings leads them to believe what he says and agree with his suggestions. However, since the opponents can kai out of it, if he/she knows about Hyouzou's ability, it proves easier to overcome. Works on all sentient beings (humans and summonings alike)

I don't think that you really need to put it as a Multi-ranked jutsu, as the Chakra doesn't influence the effect, the rank of the victim does.
And I'm not sure if we can actually approve this, as it mimics an Attribute, and not to mention that as a normal genjutsu I don't think this would be approved.
