Very likely. Think about it, every picture you make can be a work of art, what seperates pictures from photos is that:
1: They are different than photos
2: Photos are perfect & always tell the truth, people don't like the truth
3: In order for art to be art, the intention must be to make art, & the artist must say "This is a work of art!"
No matter how badly you think you draw, your drawing will always speak louder & better than a photo.
