first and foremost i would like to apologize to poka publicly as i did tell him that we would be able to DNA digivolve after he de-digivolved.

Now this is just to call facts into question.

so you are not allowed to dna digivolve after dedigivolving ever, correct?

are you allowed to dna digivolve the same digimon multiple times?
i know you cant random dna after dna digivolving but im not sure about multiple know dna digivolves.

1. For now, yes you are not allowed to DNA Digivolve after De-Digivolving a Digimon.

2. To DNA Digivolve a Digimon multiple times is not a very good way of keeping order of Digimon, so that is why this rule is soon going to be fixed, as once per Digimon is a bit lower than normal. sweatdrop

You will soon also be capable of 'Random' DNA Digivolving after Normal DNA Digivolving. 3nodding ^-^ sweatdrop

you have posted once stating that if you were to fuse/jogress/dna a victory greymon and zeed garurumon it would be a fanmade type omnimon

Question: what if you fused a victory greymon with a normal garurumon or zeed garurumon with a normal wargreymon. will you get a half true normal omnimon and half victory greymon/zeed garurumon part

I'm fairly certain that at this point either of those two combinations (victory greymon with a normal garurumon or zeed garurumon with a normal wargreymon) would count as a random digivolution.
There aren't any half and half omnimon/fanmade omnimon sprites (yet), and even if there were, I don't think they'd be seen as official and accepted digimon sprites.
The part that's a little bit interesting, is this: since you can't get any "titled" (like royal knight) digimon through random DNA digivolving, you couldn't even get omnimon with either of those combos... So it'll be interesting to see what digimon is listed as a result of either of those pairings when the Random DNA digivolution list is finished...

Long answer/post short:
No, and you wouldn't be able to get normal omnimon or even fan made omnimon either...
