Edit: Updated the Misc section of the NPC thread to include the Steel Town residents. Also gave it a cleaner look.

Sometimes I hate doing Zach posts, mainly because I suck at politics. >.<* Although I think that was one of my better posts.
I also lumped Sera's in with it because I wasn't sure to bring in Ava with the food or not...

you could do a mix of both Joel, as well as add some opinions from the other members of the council. Which could be excuses as to why they can't really spare any help. This would cause Darwin to step in as a medium. meaning he would have to force somone to cooperate. because he knows that one fireteam isn't too much for some of them. since the current major situation right now is the riots.
