It won't outspeed at 100...
It didn't...
using the auto level function, scales the stats with proper EV's to what they would be at 100.
But yes, EV'd in speed/attack with Adamant.

Hmm that site says Alert to sounds is the best IV for speed and it will always be the better one if I use a power item on the male.
But I got quick to flee, which is the 3rd best. 3nodding
I'm fine with that I guess.
