In HGSS, maybe platinum you could give the male (assuming the Female was giving the Gender) a Power item, the pokemon will always be the females species.
The Father has a 31 in speed, By giving it a Power Anklet then breeding you are guaranteed a 31 in speed for the baby, I've done this with Absol and Sunny, Masaru bred my absol's father which had a 30 Speed, so I bred my Absol from that.
My Absol is Adamant, 31 HP IV (Luck) and 30 Speed IV(confirmed) the rest are scattered in 20s except its attack which is at 12 >< the one stat i wanted high.

I have 31 Iv's in speed/attack on my champion, according to the iv calculator. confused
So no idea whats going on. neutral

But, in a general sense, IV's are totally random if you're not using the power items...
But then, only two are guaranteed if you use power items, but by not placing an Everstone on the female, you also lose the 50% chance on getting the intended nature.

I dunno about that calculator...I think it's flawed...I plugged in everything correctly, but when it told me my hidden power type for my Jolteon, it said Ice.
When I went to check it with the guy in Goldenrod city, he said it was Water...
so I'm questioning the accuracy of the IV calculator.
