No that's wrong:
Raiton is weak to Fuuton
Fuuton is weak to Katon
Katon is weak to Suiton
Suiton is weak to Doton
Doton is weak to Raiton
Water is not weak to Electricity, it merely conducts it. But water can get sucked up by the earth...kinda like a sponge. Wind is weak to fire because using a wind jutsu against a fire jutsu actually spreads the flames and makes the fire much more intense. Make Sense?

but if it is set up like that, why is Mokuton weak against Raiton?

Because mokuton is a mix of Earth and Water...that's why. Water and lightning have nothing towards each other, but lighting is strong against earth that's why.

but then why is it Weak to Katon too? I know it is wood, but still... The elements to make it aren't weak to Katon.

yeah, it's just because it's wood and its highly flamable, not to mention, when a lightning spark hits a tree, it causes a flame. That's how fire was invented...
And Remorse, sand is closed and i can't recomend cloud at the moment either.

And I think I'm going to make a chart of elemental weaknesses, strengths, and reactions.
Ex. Suiton isn't weak to Raiton, but some suiton jutsu can be turned against you by a raiton user.
As I remember the chart in the manga, the cycle of elements was solid, but there were also other twists on it. Going backwards would make the elements actually assist each other in some cases. Wind strengthen fire for example. And if you drew a line straight across, they all had an opposite element, that would be almost as hindering as their elemental weakness.
The elemental system is a lot more complicated than just Water beats Fire. Just nobody really looks at it that closely.

Actually, distilled (pure) water doesn't conduct electricity all that well; if someone made water out of thin air, which can be considered as distilled, then electricity wouldn't affect it that much. At least, I think it wouldn't. I might be getting my facts mixed up here sweatdrop .
